ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: June 13, 2006 <br />Action Agenda <br />Item No. ~_ <br />SUBJECT: Composite Countywide Plan For Parks and Trails <br />DEPARTMENT: ERCD, Recreation & Parks PUB<_IC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />Cover letter <br />Plan Document and Maps <br />INFORMATION CONTACT: <br />David Stancil, 245-2590 <br />Lori Taft, 245-2660 <br />PURPOSE: To receive and discuss the Composite Countywide Plan far Parks and Trails from <br />the InterGovernmental Parks Work Group for possible future consideration and adoption as a <br />planning reference document. <br />BACKGROUND: In 2005, the InterGovernmental Parks (IP) Work Group was reconstituted and <br />authorized to create a parks planning reference document that compiled all of the jurisdictional <br />parks plans from Carrboro, Chapel Hill, Hillsborough, Mebane and Orange County into a single <br />source that could be used by policy makers, staffs and other interested groups to review all of <br />the different parks and park plans at the same time. <br />It is envisioned that this document will enable the local governments and other park and open <br />space partners in fixture decision-making to more readily identify gaps in coverage and <br />opportunities for new parks, and to avoid the possible duplication of multiple planned parks in <br />similar service areas. It also would be of use to the public to see the status of park planning <br />across the five jurisdictional boundaries of the County. <br />In late 2005 and into 2006, the IP Work Group worked with staff to create this document. It <br />includes updates on existing parks, facilities and planned new facilities, along with two maps <br />that identify all parks regardless of ownership or operation. <br />The document, which has been transmitted to all of the elected boards, contains two <br />recommendations: <br />That the governing boards of the five jurisdictions adopt the Composite Countywide Plan <br />far Parks and Trails as a planning reference document, to be used as needed when <br />planning for future parks and trails, and <br />That this report should also be reviewed on a regular basis and updated every two years, <br />to add the results of any new jurisdictional park planning and new collaborative <br />opportunities undertaken by the respective boards. It is recommended that the Parks <br />and Recreation Directors from the five jurisdictions provide an update at the end of the <br />
