7 <br />ATTACHMENT <br />Chancellor Moeser's Charge <br />"What is the work of this committee? The first and most important step is to develop the <br />guiding principles for the physical development of Carolina North. The question for the <br />committee is not "whether we should build Carolina North" but "how" to build it. What <br />type of campus would you visualize that would be a proud and integral part of the <br />community and support the missions of the University? As you develop principles for this <br />vision, I expect you will address some of the key community uses including fiscal equity, <br />housing, transportation and the environment, <br />One of the lessons I have learned from main campus is that having principles, a <br />touchstone of ideas that everyone agrees on, is critical. <br />I am reminded of Polk Place when I think of building out a campus over many years. <br />Although the physical plan for the quad was drawn up in the 1920's, the last building, Dey <br />Hall, wasn't completed until 1964. The details may have varied from the original <br />drawings, but the principles were maintained over 40 years. Because we can't know with <br />certainty the timeline for completion of Carolina North, having a set of guiding principles <br />will help maintain our vision. <br />I am also asking you to help us be thoughtful stewards — not only of the physical <br />landscape of Carolina North — but the idea and potential of this campus — and what it can <br />mean to the University, our community and to this state, While Carolina North will <br />provide room to grow, it has the potential of being a place of amazing discovery and <br />innovation, and new model of sustainable community, <br />Your work will be an important step in helping us prepare our submissions to Chapel Hill <br />and Carrboro for development approval. I hope that your deliberations will give us the <br />information and guidance we need to present applications that receive wide community <br />support. <br />What about our previous planning for Carolina North and the work of the Chapel Hill and <br />Carrboro Horace Williams committees? We know that the best planning is based on a <br />collaborative process that pays close attention to what has come before. Planning is a <br />process that involves constant reflection and fine - tuning. While the Leadership Advisory <br />Committee develops principles for Carolina North, I expect the work that has already <br />been done by both our campus leaders and consultants, and by the local Horace <br />Williams committees, will be an important contribution to your ideas." <br />
