5 <br />ATTACHMENT <br />PAST PLANNING EFFORTS (Carolina North 2003) <br />UNC created a Carolina North Advisory Committee and associated Advisory Groups to provide <br />input and productive discussion regarding the planning of Carolina North, UNC hosted a <br />community input process in 2003. The committees are noted below: <br />Infrastructure Advisory Committee (includes an environmental sub - committee) <br />Charge: To study, discuss, and develop advice on physical development issues (e.g, <br />roads, utilities, transportation, circulation, parking, airport, and other elements of the <br />physical environment), environmental impact (including stormwater management) and <br />general aesthetics (including both built structures and landscape design as well as <br />undisturbed vegetation) both within Carolina North and in terms of its adjacencies with <br />the community. <br />New Business Development Advisory Committee <br />Charge: To study, discuss and develop advice on defining, by category or type, those <br />private, public, or community uses that would both benefit from inclusion on Carolina <br />North and contribute substantively to furthering the vision and mission statements <br />established for Carolina North. This Advisory Group will identify and recommend <br />specific infrastructure and resources needed on the Carolina North campus in order to <br />facilitate the formation, operation and growth of start-up companies based on <br />university - generated intellectual property assets. All private or other uses (other than <br />purely University uses) may be considered, but there should be priority consideration <br />given to advanced knowledge -based activities that support and are supported by the <br />vision and mission above. <br />External Relations Advisory Committee <br />Charge: To study, discuss, and develop advice for (1) communication strategies and <br />(2) partnership approaches by the university to the State of North Carolina and to local, <br />regional, national and international communities and business organizations in ways <br />that will advance common interests for the success of Carolina North. This Advisory <br />Group also will recommend a strategy for capturing and tracking statistics and <br />indicators of the economic and business development impact of Carolina North over a <br />longitudinal basis, and for recommending strategic partnerships for Carolina North <br />which should be established with relevant local, regional, state, national and <br />international groups interested in the impact of universities on economic development. <br />Horace Williams Citizens Committee 2003 <br />See Town of Chapel Hill website for information regarding principles at <br />www.townofchapelhill.org under services, Committees and Task Forces. <br />
