0 <br />Water, Sewer, Stormwater, Energy Infrastructure — Low water use and high water reuse; Cost <br />efficient sewer design; Low Impact stormwater Design (LID); Xeriscaping. <br />Air Quality — Multi -modal transportation systems and Traffic Demand Management techniques <br />should be employed to further reduce dependency on single - occupancy vehicles. <br />Open Space — Accessible public spaces and trail systems augmented by new landscaping should <br />be encouraged, Bolin Creek should be placed in permanent open space protection, with an <br />easement perhaps held by another entity such as the County or the Triangle Land Conservancy, <br />Transportation and Land Use — All modes of public transportation should be implemented <br />including use of the rail line. The coordination of transit - oriented development land uses at <br />appropriate densities should be considered at Carolina North and also work with local governments <br />(Carrboro, Chapel Hill and Hillsborough) for off -site programs. <br />Technology — Distance learning, teleconferencing and a high tech learning environment could be <br />considered as an international conference center. <br />FINANCIAL IMPACT: No financial impact at this time with this item, however the development of <br />Carolina North will have the single largest economic and social impact in the future, <br />RECOMMENDATION(S): Comment, approve in concept the Draft Principles on Pages 3 and 4, <br />and forward to the UNC Leadership Advisory Committee 2006, <br />
