Benedict, Planning Director <br />245 -2592 <br />Dianne Reid, Economic Development <br />Director, 245 -2326 <br />TELEPHONE NUMBER: <br />Hillsborough 732 -8181 <br />PURPOSE: To provide an update on the UNC at Carolina North (Horace Williams property) <br />development project and collectively provide County comments to the Leadership Advisory <br />Committee about County interest and topic areas. <br />BACKGROUND (Winter- Spring 2003): <br />UNC has implemented a new round of community involvement regarding the future development of <br />Carolina North. In the process, the County has a higher level of participation and contribution than <br />it has had in the past. BOCC Chair Barry Jacobs, Commissioner Valerie Foushee, Chair Jay Bryan <br />of the OC Planning Board and Bernadette Pelissier, Planning Board and Commission for the <br />Environment member, represent the County. <br />The University of North Carolina at Chapel Hill has undertaken two important initial planning efforts <br />for its approximately 1,000 -acre landholding surrounding the Horace Williams Airport. The initial <br />effort was completed in 1998 with the JJR Report which established key elements of the planning <br />and transportation systems for the development of the property. Next, the Horace Williams <br />Advisory Committee worked extensively with Ayers /Saint/Gross to develop a concept master plan <br />using the JJR Report as a basis, for the highest and best use of the Horace Williams property to <br />fulfill the Strategic Vision over the near term (10 -20 years) and long term (100 years.) The work of <br />this Committee helped establish more specific concepts of design for the type of mixed -use <br />innovative research park that could be created at the property. <br />Carolina crafted a conceptual mission statement for this land: <br />Carolina North is a living and learning community, expanding Carolina's multiple <br />missions, intensifying innovation and redefining our engagement with the region, the <br />State and the world.
