Historical Record <br />On 19 May 1987, a Livestock /Horticulture Market & Rural Education Center (LHREC) report was <br />provided to the Board of County Commissioners. It proposed atwo-phased implementation <br />schedule (Appendix x). The minutes of this meeting note that the commissioners voted to forward <br />the report to the County Manager "with a request that it be incorporated into the budget process." <br />2. Notes from a 22 June 1987 budget session noted that $340,000 for constn~ction and land <br />acquisition for the LHREC <br />3. Various budget documents were obtained and confirmed that $340,000 was assigned to the LHREC <br />project beginning with the FY89 budget. A FY93 capital improvements plan (CIP) document <br />indicated that $280,000 was dedicated to this project, followed by a FY94 CIP noting only $190,000 <br />and that $90,000 of previously allocated funds were borrowed from this project with anticipated <br />repayment beginning in FY98, There are currently no funds in the CIP far the LHREC. <br />B. Proposed Rural Education Center (1987) -Phase 1 <br />1. Rural Education Center- Phase I Justification: Orange County is unable to host regional and district <br />meetings and activities. A rural education center would recruit programs to the county and <br />encourage attendance and participation by Orange County residents. <br />2. Rural Education Center- Phase I Description: A 40 to 60 acre facility for livestock shows, banquets, <br />and meetings up to 500 people <br />i, Demonstration plots for Cooperative Extension plantings of forestry, turf, fruit trees, vegetable <br />production, forage management, tobacco, & irrigation practices; Small pond for bass ar catfish <br />production and to demonstrate weed control in farm ponds <br />ii. Environmental Study Area for riparian area around lake with nature trail for environmental <br />education <br />iii, Rural Heritage Area with historic building to demonstrate rural agrarian lifestyle <br />iv. Farmers Market pole building to sell vegetables and home grown commodities from pickup <br />v. Outdoor horse/livestock show area of 120 by 240 feet ring and associated parking for trailers <br />and exhibitors; Also to be used far graded cattle sales and livestock shows, <br />3. Rural Education Center (1987) - Phase I Ag facilities <br />i. Holding pens for livestock <br />ii, Large area meeting hall <br />iii. Livestock show ring with rollout bleachers <br />4.
