He said all of this is a long shot, as Orange County is seen as a <br /> wealthy county. <br /> A motion was made by Commissioner McKee, seconded by Commissioner Jacobs for <br /> the Board to authorize the Manager to submit Letters of Inquiry to Golden LEAF for the <br /> following three projects totaling $1.5 million: <br /> 1. Piedmont Food & Agricultural Processing Center (PFAP) Proposal Regional Cold-Chain <br /> and Co-packing Initiative - $280,000 <br /> 2. Hillsborough Economic Development District Water and Sewer Infrastructure - <br /> $400,000; <br /> 3. Buckhorn-Mebane EDD - $820,000; and <br /> Chair Dorosin said it is not fair to penalize Carrboro because of the timing of the <br /> Golden LEAF opportunity. He said there is a broader disagreement among the BOCC about <br /> extending water and sewer generally. <br /> Commissioner Burroughs said these projects have potential, but she wants to submit <br /> the projects that are most likely to succeed in the application process. She said she does not <br /> want to throw away money from Orange County. <br /> Commissioner Price agreed, and has concerns with putting forth a proposal with <br /> controversy and funding concerns. She said the Carrboro project seems like a valuable one, <br /> but needs further discussion and information. She said there are other funding options that <br /> could be pursued with Carrboro. <br /> Commissioner McKee said the Buckhorn project is a larger acreage project, and gives <br /> access to rail, which is why he proposed this financial break down. He said he understands <br /> the Chair's concerns over the BOCC's partnership with Carrboro, and he shares that concern. <br /> He said the Eno EDD will also require a larger discussion, and for that reason he did not <br /> propose that project, just as he did not propose Carrboro.
