1 <br /> APPROVED 10/17/2017 <br /> MINUTES <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> CHAPEL HILL-CARRBORO BOARD OF EDUCATION <br /> ORANGE COUNTY BOARD OF EDUCATION <br /> JOINT MEETING <br /> September 28, 2017 <br /> The Orange County Board of Commissioners met for a joint session with the Chapel <br /> Hill—Carrboro Board of Education, and the Orange County Board of Education on Thursday, <br /> September 28, 2017 at 7:00 p.m. at the Whitted Building in Hillsborough, NC. <br /> COUNTY COMMISSIONERS PRESENT: Commissioners Mia Burroughs, Barry Jacobs, Earl <br /> McKee, Mark Marcoplos, Renee Price and Penny Rich <br /> COUNTY COMMISSIONERS ABSENT: Chair Dorosin <br /> COUNTY ATTORNEYS PRESENT: John Roberts <br /> COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy Clerk Travis <br /> Myren and Clerk to the Board Donna S. Baker (All other staff members will be identified <br /> appropriately below) <br /> ORANGE COUNTY BOARD OF EDUCATION MEMBERS PRESENT: Chair Steve Halkiotis <br /> and Board Members Matthew Roberts, Tom Carr, Tony McKnight, Michael Hood and <br /> Superintendent Todd Wirt and Deputy Superintendent Pam Jones were also present. <br /> ORANGE COUNTY BOARD OF EDUCATION MEMBERS ABSENT: Donna Coffey and <br /> Brenda Stephens <br /> CHAPEL HILL-CARRBORO CITY SCHOOL BOARD OF EDUCATION MEMBERS PRESENT: <br /> Chair James Barrett, and Members Dani Rasi, Joal Broun, Pat Heinrich, Margaret Samuels <br /> and Superintendent Baldwin, and Assistant Superintendent Todd LoFrese were also present. <br /> CHAPEL HILL-CARRBORO CITY SCHOOL BOARD OF EDUCATION MEMBERS ABSENT: <br /> Andrew Davidson <br /> Vice Chair Rich called the meeting to order at 7:01 p.m. <br /> Commissioner Rich said that Chair Dorosin would not be able to attend tonight's <br /> meeting. <br /> 1. Welcome and Opening Remarks <br /> Commissioner Rich and Commissioner McKee reviewed the history of the Whitted <br /> Building. <br /> James Barrett thanked the Board of County Commissioners (BOCC) for the invitation to <br /> meet this evening, and noted this is his board's first meeting without Annetta Streater, who <br /> resigned from the board a few weeks ago. He said she is missed. <br /> Steve Halkiotis also thanked the BOCC for the opportunity to meet, and introduced his <br /> board. He said Donna Coffey is unable to attend this evening. He said he is concerned about <br /> unfunded mandates being put on the schools by the state, plus the loss of impact fees. He <br /> said he would like to set up a group of elected officials, plus superintendents, and County staff <br /> to discuss the rapid growth that is occurring in their district. He said concerns have been <br /> forwarded to the Town of Hillsborough, but have received no response. He said Orange <br /> County Schools (OCS) have not been part of conversation, but OCS and the County bear the <br /> burden to educate the children in the district, which are ever increasing. He said the Town has <br /> no sense of how this affects the number of students in their schools. <br />
