incorporate monies in 2006-2007 Budget Process if BUCC desires to pursue a TDR program <br />design and implementation ordinance. <br />To date the following primary topic areas and <br />• Legal Authority, <br />• TDR Participation Area, <br />policy/legal questions have been undertaken: <br />• Sending Area Criteria, <br />• Receiving Area Criteria, <br />• Roles of Various Parties in TRD Transfer Process, <br />• TDR Advantages, <br />• Administrative Processes, and <br />Zoning Implications. <br />During the third phase, ordinance development, of the TDR study, many TDR "design issues" <br />will be discussed and resolved. <br />FINANCIAL IMPACT: No County financial impact at this time with human resources being <br />used from existing department staffs. A budget placeholder has been set during this year's <br />budget deliberations. <br />RECOMMENDATION: The Manager recommends that the Board review Staff presentation <br />regarding the TDR Feasibility Study to date and provide direction to Staff on bringing forward <br />the draft TDR Feasibility Study and bask Force recommendation. <br />
