Benedict, 245-2592 <br />Glenn Bowles, 245-2577 <br />PURPOSE: The BOCC will review the issues and concerns raised during the Transfer of <br />Development Rights (TDR) Feasibility Study. <br />BACKGROUND: Conducted by Berger Group and University of North Carolina at Charlotte <br />(Urban Institute) and Orange County Planning Staff, the TDR Feasibility Study is the first two <br />phases of athree-phased study to develop a TDR program in Orange County. In May 2005, <br />the BOCC appointed a Task Force to provide direction to the TDR consultants, <br />TDR Task Force Meetings Held to Date (with discussions) <br />1, August 30, 2005 (background data and analyses). <br />2, November 7, 2005 (receiving area concepts, Task Force charge, and issue <br />identification). <br />3. January 5, 2006 (receiving area characteristics), <br />4. February 8, 2006 (receiving area criteria maps, TDR administration, & decision matrix). <br />5. April 4, 2006, (receiving area policy/design options, economic model), <br />6. May 8, 2006 (first Open Public Meeting -brief consultant presentation and O/A session <br />with the general public and county board and commission members, 41 attendees), <br />Those boards and commissions invited to attend include the Planning Board, Agriculture <br />Preservation, Historic Preservation, Economic Development, Commission for the <br />Environment, Affordable Housing, and the Hillsborough Strategic Growth Plan Steering <br />Committee, <br />At its next, and last, meeting, the Task Force will consider the economic model and make a <br />recommendation to the BOCC regarding the feasibility of TDR in Orange County. From this <br />recommendation, the BOCC at a meeting in .June will hear the final report, to ascertain if the <br />TDR program is feasible. If so, BOCC will provide direction to Staff regarding consultant <br />selection for the program design and ordinance preparation.. The BOCC will have to <br />
