Attachment 3 18 <br />The Zoning Officer shall cause an analysis to be made of the application and, <br />based upon that analysis, prepare a recommendation for consideration by the <br />Planning Board and the Board of County Commissioners (and others as directed <br />by the County Commissioners). <br />20A.5.2.1 When considering any petition to reclassify property to an AS -CD the Zoning <br />Officer shall consider the following: <br />a) Whether the proposed reclassification is consistent with the purposes, <br />goals, objectives, and policies of the adopted Land Use Element of the <br />Comprehensive Plan and any amendment to that plan through an <br />adopted district or area plan covering the subject property; <br />b) Whether the proposed reclassification is compatible with the overall <br />character of existing development in the immediate vicinity of the subject <br />property; <br />C) The adequacy of public facilities and services intended to serve the <br />subject property, such as but not limited to roadways (subject to a <br />NCDOT driveway permit(s)) and police and fire protection; <br />d) Whether the site, if not in an area subject to public services, has suitable <br />soils for well, septic and a septic backup area; <br />e) Whether the proposed reclassification will adversely affect a known <br />natural area, historical, archaeological or cultural resource. <br />20A.5.3 Applications for Amendment -Joint Planninq Area <br />Applications to amend the Orange County Zoning Atlas to rezone parcels in the <br />Rural Buffer to AS -CD shall follow the Courtesy Review Process as specified in <br />the Joint Planning Agreement adopted November 2, 1987. <br />20.5.4 Referral of Amendment Application to Planning Board and Others <br />The Zoning Officer shall submit any application for amendment to the Zoning <br />Atlas, for AS -CD to the Planning Board, Agricultural Preservation Board and /or <br />Economic Development Commission for consideration and recommendation to <br />the Board of County Commissioners. Once the application is deerned complete, <br />the Zoning Officer shall place the rezoning request on the agenda for the next <br />regular meeting(s) for the Planning Board, Agricultural Preservation Board and /or <br />Economic Development Commission. <br />Applications to rezone property within the Rural Buffer to AS -CD shall also be <br />submitted to the towns of Chapel Hill and Carrboro as part of the Courtesy <br />Review Process <br />20A.5.5 The Board of County Commissioners Shall Hold A Public Hearing <br />Subsequent to the meeting(s) of the Planning Board, and Agricultural <br />Preservation Board, the Zoning Officer shall forward the application materials to <br />the Board of County Commissioners along with draft minutes and comments <br />from the advisory boards. <br />20A -18 <br />
