Executive Summary gives a brief summary of the most significant recommendations, a more <br />substantial understanding of the recommendations can be gained by reading the <br />Recommendations section which begins on page 63 and concludes on page 83. <br />The draft Efland- Mebane Small Area Plan has been made available to interested persons on <br />Orange County's Planning Department website: <br />(http: / /www.co. orange .nc.us /planning /index.htm) <br />Implementation of many of the recommendations contained in this plan will require revisions to <br />adopted County policies and regulations. Examples of these policies and regulations include, <br />but are not limited to: <br />• Land Use Element of the Comprehensive Plan <br />o Text <br />o Map <br />• Subdivision Regulations <br />• Zoning Ordinance <br />o Text <br />o Map Amendments <br />o Permitted Use Tables <br />o Overlay /Design Guidelines <br />• Water and Sewer Policy <br />• Water and Sewer Management, Planning, and Boundary Agreement <br />County Departments and Advisory Boards other than the Planning Department and Planning <br />Board have interests in or jurisdiction over some of the recommendation topics. These other <br />departments and advisory boards will need to be part of the implementation process. <br />FINANCIAL IMPACT: Other than advertising costs, there are no direct financial impacts <br />associated with hearing public comments on this item. If the plan is adopted at a later, date, <br />implementation will require either staff time or a consultant contract to draft regulation changes <br />and /or subsequent plans (such as a Master Water and Sewer Plan), <br />RECOMMENDATION(S): The Manager recommends that the Board: <br />1) Hear comments from any interested parties in attendance; <br />2) Acknowledge that the public hearing will remain open until the Planning Board review and <br />comment at which time the public hearing is closed; <br />3) Refer the item to the Planning Board for review and comment to be returned no later than <br />June 20, 2006; <br />4) Direct staff to place the draft plan on the June 27, 2006 BOCC regular meeting agenda <br />for adoption consideration and at that time direct staff on timeframe and method to <br />implement recommendations. <br />:- mmf,6i , i 1 ._ .... 1, dw, I ms[" . , v ).111'.11 r:m: - °.1 11.id.lcli.m %) gLSd,a <br />
