ORANGE COUNTY <br />BAARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: May 16, 2006 <br />Action Agen~l~ <br />Item No. CC~~(( <br />SUBJECT: Contract for Design Work for Homestead Center Sewer Connection <br />DEPARTMENT: Manager/Purchasing PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />Design Proposal <br />INFORMATION CONTACT: <br />Rod Visser/Paul Thames, 919-245-2300 <br />Pam Jones, 919-245-2652 <br />PURPOSE: To approve an agreement with Corley Redfoot Zack, Inc. to complete the design <br />of sewer lines at the Homestead Community Center and to coordinate installation of a sewer <br />connection from the Homestead Center to OWASA's sanitary sewer system, at a cost not to <br />exceed $10,000, <br />BACKGROUND: The septic system at the Homestead Center began failing several years ago <br />and the facility has continued to operate under a temporary pump and haul certificate. The <br />BOCC appropriated $90,000 in two-thirds net debt reduction bonds to enable the connection of <br />the building to the Orange Water and Sewer Authority's (OWASA) sanitary sewer system., <br />The Board is requested to approve the accompanying proposal from Corley Redfoot Zack (CRZ) <br />to complete the design of the sewer connection, Some of the preliminary design work has been <br />completed in the County Engineer's office, but as outlined on the attached CRZ proposal, a <br />significant body of work remains. Some of the more time intensive elements include documents <br />for the North Carolina Department of Transportation (NCDOT) Encroachment Agreement and <br />the work required by OWASA bath for their approval and the as-built plans following <br />construction. <br />CRTs proposal includes construction administration of the project. However, some or all of the <br />construction administration may be accomplished through the County Engineer's office, <br />contingent upon the staff resources needed to provide construction supervision of the Buckhorn <br />Sewer Project.. CRZ will bill construction administration hours only as the County may need <br />them. <br />North Carolina General Statutes (NCGS § 143, Article 3D) allow counties to exempt themselves <br />from a selection process for this type of professional service on any project if the professional <br />fee will be less than $30,000. In order to expedite the work, more closely comply with the terms <br />of the temporary pump and haul certificate, and since the cost of work is well under the $30,000 <br />threshold, staff recommend that the County exempt this project from a more formal selection <br />process. <br />
