i <br />J. <br />Orange County, North Carolina <br />°44.8 Proposal - Analysis of Impediments to Fair Housing Choice <br />5. PAST AND PRESENT FAIR HOUSING SERVICES ACTIVITIES AND ACTIONS <br />o An analysis will be made of existing groups and organizations and the programs that <br />they offer the community. This will include a survey questionnaire to ascertain the <br />concerns, observations and opinions of local advocacy /community organizations on <br />the state fo equal housing choice within the County. <br />o A review of past and present fair housing programs, activities, services, and actions <br />will be conducted. This activity will include the type and number of complaints, fair <br />housing education and outreach activities, lack of HUD charges, lack of suits filed <br />and any litigation currently involving the community and other components of the fair <br />housing program. <br />6. FINAL REPORT AND IDENTIFICATION OF SPECIFIC IMPEDIMENTS TO FAIR <br />HOUSING CHOICE <br />o Consultant will prepare a draft report to be submitted within thirty (30) days of the <br />execution of the contract. A final report will be submitted within sixty (60) days of <br />the draft report that will meet all of the requirements of the H U.D. required Fair <br />Housing Impediments Study including recommendations on strengthening the <br />community's Fair Housing Program and in addressing any issues raised by the <br />analysis. Included will be a Fair Housing Action Plan. <br />o Provide ongoing monthly reports for review and comment by the community. <br />Provide two final reports on the results of all activities undertaken as part of the <br />Fair Housing Impediments Study. <br />o Donald B. Eager & Associates, Inc will certify that all activities conducted as part <br />of this project will follow and include all activities and requirements of 24 CFR 904 <br />Also, that all County requirements for this project are met <br />o All activities will be completed and final reports issued with in ninety (90) days of the <br />contracts execution. <br />8. OTHER SERVICES: OUTREACH /EDUCATION SERVICES <br />Donald B. Eager and Associates currently provides fair housing services including <br />education /training, outreach (materials /advertising) and enforcement to fifteen (15) <br />cities and counties in Ohio And serves on an advisory committee for the State of <br />Ohio on fair housing programs in the State. <br />f i 1 1[d F? <br />
