Outreach is conducted during day, evenings, and weekend hours.
i) Why is funding this program a good investment for the community? How does funding this
program add value to the community? (250 words OR LESS)
This initiative is a direct response to an identified community need related to public
safety, employment, and securing fair wages. Funds support ECH Center of
Employment and Leadership's growing role as a contributor to economic
development in the Carrboro-Chapel Hill area. It creates jobs, accountability of
employers, protection of workers, assurance of payment of fair wages, and builds
collaboration between workers and employers, neighborhoods and law
enforcement, and organization working to build wealth in low-income communities.
The added value is that it invests in economic prosperity for the community;
working to eliminate poverty.
j) Describe what would happen if requested funding is not awarded at all or if a reduced
allocation is recommended.
It would impact the amount of services rendered and/or hours of operation
k) Include any other pertinent information.
ECH's Center for Employment and Leadership (CEL) opened its doors April 2015 in
response to a need identified by the Day Laborer Task Force in Carrboro-Chapel
Hill to develop a Workers' center in hopes to minimize loitering and ease tensions
with neighborhoods surrounding an informal hiring location on the corner of Jones
Ferry Road and Davie Road in Carrboro.
CEL's Worker Center Project was successful in its first year registering workers and
potential employers, however, it quickly found itself addressing additional
community needs and now also provides job skills training, employment placement,
worker protection education, and advocacy for worksite safety and fair wages.
The population served has also grown to include domestics workers and other
racial/ethnic populations such as African-Americans and Whites hat are seeking
employment. Because of this shift in population and needed services, CEL will
engage in a strategic realignment process to better define its future work.
PROGRAM INFORMATION 1/31/2017 3:16:25 PM Page 21 of 32
