CEL's programs and services align with the Board of County <br /> Commissioners' values of diversity and social justice and help address Goal #3; to <br /> implement planning and economic development policies which create a balanced, <br /> dynamic local economy, and which promote diversity, sustainable growth, and <br /> enhanced revenue while embracing community values. It also supports the Town of <br /> Chapel Hill priorities of Supporting Community Prosperity, Nurturing Our <br /> Community, and Growing Town, UNC and UNC Healthcare Collaborations. <br /> CEL helps connect job seekers with employment, particularly day laborers and <br /> domestic workers. It provides worker training, job placement services, financial <br /> literacy education, community outreach, and grassroots mobilization. Staff work <br /> with area employers to connect with a strong, ready workforce and to assure a safe <br /> workplace and fair wages. <br /> CEL works closely with staff of ECH's Community Support Services to refer to and <br /> address additional worker needs, such as housing, food access, healthcare, etc. <br /> They also collaborate with the Adult Education staff to provide <br /> elementary/secondary education through Plaza Comunitaria and ESL classes to <br /> workers. <br /> e) Describe the community need or problem to be addressed in relation to the Chapel Hill <br /> Human Services Needs Assessment, Orange County BOCC Goals and Priorities, Town of <br /> Chapel Hill Council Goals, Carrboro goals, or other community priorities (i.e. Council/Board <br /> Goals). Reference local data (using the provided links, i.e. Chapel Hill Human Services <br /> Needs Assessment) to support the need for this program. <br /> Investments made in and through El Centro Hispano's Center for Employment and <br /> Leadership help address the Jobs and Jobs Training and Community Engagement <br /> priorities of the 2012 Human Services Report. <br /> Between 1995 and 2005, the number of Hispanic/Latino workers in North Carolina <br /> increased 431%, which accounted for 35% of the state's total workforce.1 By the <br /> end of 2005, three out of four Latinos residing in North Carolina were employed in <br /> construction, wholesale, manufacturing, and the retail industries.2 <br /> Given the dramatic growth of Latinos residing in North Carolina over the years and <br /> unstable economies, men were gathering daily at the corner of Jones Ferry Road <br /> Kasarda, J. 1), & Johnson, J.
