5 <br /> 1 James Barret said to include parents at feeder schools as well. <br /> 2 Commissioner Rich asked if the BOCC could be kept informed as well, as parents often <br /> 3 approach Board members out and about in the County. <br /> 4 <br /> 5 OCS <br /> 6 Pam Jones reviewed the Bond Projects update: <br /> 7 o Orange High School Geothermal HVAC project <br /> 8 Reece Noland and McElrath, Inc. has been retained to design the project <br /> 9 • Test wells are in process to determine conductivity of soils <br /> 10 • Multi-year project <br /> 11 o Cedar Ridge High School Classroom Wing <br /> 12 • Corley Redfoot Architects, designed the original school building and has been retained <br /> 13 to also design this classroom addition. <br /> 14 • Project design is on-going. <br /> 15 • Occupancy anticipated for beginning of school year August 2020. <br /> 16 o Acquisition of Eno River Academy Charter School <br /> 17 o Other bond projects related to infrastructure replacement are reflected on the attached <br /> 18 schedule in their agenda packet in the year in which commencement is expected. <br /> 19 o Bond projects are aligned with planned bond sale cash flow requirements. <br /> 20 <br /> 21 5. Review of the Use and Purpose of School Resource Officers <br /> 22 Both School Systems have provided information regarding the use and purpose of having <br /> 23 School Resource Officers in the schools. See supplemental pages 23-106 in the CHCCS <br /> 24 information, and supplemental Attachments 3 and 4 in the OCS information. <br /> 25 <br /> 26 Todd LoFrese said OCS and CHCCS have a joint video, which was showed to the <br /> 27 BOCC. <br /> 28 <br /> 29 CHCCS <br /> 30 Todd LoFrese said CHCCS is proud of its SRO program, and reviewed the following <br /> 31 information: <br /> 32 During the budget process a question was raised by a Commissioner on whether the separate <br /> 33 School Resource Officer (SRO) and Nurse funding should be included in the ADM funding, to <br /> 34 allow districts more flexibility to pay for other identified needs, instead of using the money for <br /> 35 SROs. Ultimately the BOCC approved keeping the funding structure the same, but committed <br /> 36 to an additional discussion at the joint boards meeting. District administration is in strong <br /> 37 support of SRO program and supports the current funding structure. We have discussed our <br /> 38 program at Board meetings in May and September 2017, shared a variety of resources <br /> 39 including our professional development efforts, school incident data, and information about our <br /> 40 first SRO program summit. Board packets from both meetings are included with this <br /> 41 memorandum. <br /> 42 <br /> 43 OCS <br /> 44 Dr. Todd Wirt reviewed the information below: <br /> 45 OCS has a long-standing relationship with the Orange County Sheriffs office to provide SROs <br /> 46 in all of its schools. The current agreement with Orange County to fund such services is <br /> 47 attached (Attachment 3). SROs in each school partner with the school administration to provide <br /> 48 a safe campus. They maintain full certification as a law enforcement officer while assigned as <br /> 49 an SRO and may provide law enforcement duties as appropriate and called for on the school <br /> 50 campus. SROs: serve as positive role models for parents and students and are called upon to <br />
