26 <br /> 1 The Board adopted a resolution, which is incorporated by reference, to release motor vehicle <br /> 2 property tax values for two taxpayers with a total of two bills that will result in a reduction of <br /> 3 revenue, in accordance with the NCGS. <br /> 4 c. Property Tax Releases/Refunds <br /> 5 The Board adopted a resolution, which is incorporated by reference, to release property tax <br /> 6 values for six taxpayers with a total of six bills that will result in a reduction of revenue in <br /> 7 accordance with North Carolina General Statute 105-381. <br /> 8 d. Applications for Property Tax Exemption/Exclusion <br /> 9 The Board approved six untimely applications for exemption/exclusion from ad valorem taxation <br /> 10 for six bills for the 2017 tax year. <br /> 11 e. Resolution in Support of a One Percent (1%) Cost-of-living Adjustment for the Local <br /> 12 Government Employees Retirement System (LGERS) <br /> 13 The Board adopted a resolution, which is incorporated by reference, encouraging the Board of <br /> 14 Trustees of the North Carolina Local Government Employees Retirement System (LGERS) to <br /> 15 approve a one percent (1%) cost-of-living adjustment (COLA) for LGERS members effective <br /> 16 July 1, 2018 and authorized the Chair to sign. <br /> 17 f. Unified Development Ordinance (UDO) Amendment Outline and Schedule— Revisions <br /> 18 to Public Hearing Process <br /> 19 The Board approved process components and schedule for government initiated amendments <br /> 20 to the Unified Development Ordinance regarding revisions to the public hearing process. <br /> 21 g. County Attorney Employment Agreement Amendment <br /> 22 The Board amended the Employment Agreement governing the terms and conditions of the <br /> 23 County Attorney's employment and authorized the Chair to sign. <br /> 24 h. General Obligation Bond Sale <br /> 25 The Board approved a resolution providing final Board authorization for general obligation bond <br /> 26 sale issues: 1) two-thirds school bonds in the amount of$5,900,000; 2) voter-approved school <br /> 27 bonds in the amount of$40,000,000; and 3) voter-approved affordable housing bonds in the <br /> 28 amount of$2,500,000. This is the first issuance of school and affordable housing general <br /> 29 obligation bonds approved by the voters in the November 2016 election. <br /> 30 i. Changes in BOCC Regular Meeting Schedule for 2017 <br /> 31 The Board approved changes to the County Commissioners' regular meeting calendar for 2017. <br /> 32 j. Approval of Ownership Transfer/Purchase of Cedar Valley and Efland Properties <br /> 33 The Board approved the ownership transfer/purchase of Cedar Valley and Efland Properties <br /> 34 and to: <br /> 35 o Purchase Parcel 2 not to exceed $95,000 from the Lands Legacy fund <br /> 36 o Purchase Parcel 4 not to exceed $80,000 from the Sheriff's Drug Forfeitures fund <br /> 37 • Instructed the County Attorney to contact the Assistant US Attorney in Greensboro to <br /> 38 coordinate the drafting of the necessary Memoranda of Understanding to transfer the properties <br /> 39 to their ultimate nonprofit recipients; and <br /> 40 • Authorized the Chair to sign the Memoranda of Understanding on behalf of the County subject <br /> 41 to final review by staff and the County Attorney to effectuate the transfer of Parcels 1-6. <br /> 42 <br /> 43 9.
