Each department <br />head shall be responsible for determing which employees are <br />performing superior service and are to receive earned salary <br />increments. Before becoming <br />effective the earned salary increment must be approved by the Board <br />of County Commissioners. Demotion and Dismissal. Each department head shall carefully <br />observe the work en conduct of each employee in his department. <br />Any employee vrhose conduct has brou 3ht disc red It to Orange County <br />or vrhose service in his present position ie unsatisfactory shall be <br />dismissed, demoted, or reduced to e lower salary within the nay <br />scale by his department head.
