Due to the inherent differences between new construction and the acquisition and <br /> preservation of existing housing, score and recommend new construction projects <br /> separately so that they do not compete with the acquisition of existing housing stock. <br /> Bonnie Hammersley said three proposals for the parcels have recently come in, and <br /> staff was hoping to use these criteria for these three projects so that they can move forward. <br /> Chair Dorosin clarified that any changes made tonight would be used to score the new <br /> projects. <br /> Bonnie Hammersley said yes. <br /> Commissioner Rich clarified that the applications are only for the parcels. <br /> Bonnie Hammersley said yes, and these applications can be ranked by these criteria. <br /> Commissioner Price asked if the applicants were expecting to be score by the <br /> previously existing criteria. <br /> Bonnie Hammersley said the housing coalition requested a delay on the parcels, and <br /> she expects they knew there could potentially be changes. <br /> Chair Dorosin said if these criteria are going to be use now, any changes should be <br /> specific. He asked if a point value should be assigned to preservation, or if the three <br /> proposals be evaluated under the existing criteria. <br /> Commissioner Jacobs said he would trust the Manager's judgment on the three <br /> applications, and he does not want to make changes on the fly. He said he would like to see <br /> more refinement before giving them values. <br /> Bonnie Hammersley said they will go forward with existing criteria, and bring back <br /> further information to the BOCC. <br /> Chair Dorosin said any proposals that come in from tonight onward will be subject to <br /> any new changes in the criteria. <br /> VOTE: UNANIMOUS <br /> A motion was made by Commissioner Price, seconded by Commissioner McKee to <br /> approve: <br /> 2. Defining special needs populations as seniors, people with disabilities, veterans, <br /> individuals or families experiencing homelessness, holders of section 8 vouchers, and <br /> victims of domestic violence. The special needs score will be prorated based on the <br /> number of units dedicated to serving residents with special needs. <br /> Commissioner Jacobs said he is happy to leave veterans in, but noted this may be <br /> duplicative as veterans are covered in many other areas. <br /> VOTE: UNANIMOUS <br /> Chair Dorosin asked to get more information on veterans. <br /> A motion was made by Commissioner Jacobs, seconded by Commissioner Price to: <br /> 3.
