1 <br /> APPROVED 10/3/2017 <br /> MINUTES <br /> BOARD OF COMMISSIONERS <br /> REGULAR MEETING <br /> September 19, 2017 <br /> 7:00 p.m. <br /> The Orange County Board of Commissioners met in regular session on Tuesday, September <br /> 19, 2017 at 7:00 p.m. at the Southern Human Services Center in Chapel Hill, N.C. <br /> COUNTY COMMISSIONERS PRESENT: Chair Dorosin and Commissioners Barry Jacobs, <br /> Earl McKee, Mark Marcoplos, Renee Price and Penny Rich <br /> COUNTY COMMISSIONERS ABSENT: Commissioner Burroughs <br /> COUNTY ATTORNEYS PRESENT: John Roberts <br /> COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager <br /> Travis Myren and Clerk to the Board Donna Baker (All other staff members will be identified <br /> appropriately below) <br /> Chair Dorosin called the meeting to order at 7:00 p.m. <br /> Chair Dorosin said that Commissioner Burroughs would be unable to attend tonight's <br /> meeting. <br /> 1. Additions or Changes to the Agenda <br /> Chair Dorosin noted the following items at the Commissioners' places: <br /> - Item 4-a: Orange County Arts Commission 2017-18 Grant Recipients <br /> - PowerPoint for item 6-a: Review of Affordable Housing Bond Scoring Criteria <br /> - PowerPoint and hand out for Item 7-a: Mountains to Sea Trail — Report on Segment 11 Trail <br /> Planning <br /> - PowerPoint for Item 7-b: Quarterly Update on Durham-Orange Light Rail Project Status <br /> PUBLIC CHARGE <br /> Chair Dorosin dispensed with the reading of the Pubic Charge. <br /> 2. Public Comments <br /> a. Matters not on the Printed Agenda <br /> Jim Merritt said he is the co-chair of the Veterans Memorial committee and he <br /> thanked the Board of County Commissioners (BOCC) for its contribution of$15,000. He <br /> said the first construction phase has been completed, and the objective is to pay-as- <br /> they-go, so that upon completion there will be no debt. He invited the Board of County <br /> Commissioners to join the Committee on November 10th for its Veterans Day event at <br /> 11:00 a.m. <br /> Commissioner Rich asked if there is an update regarding fundraising. <br /> Jim Merritt said about $30,000 total has been raised, and the total goal is <br /> $500,000 for the completion of the memorial. <br /> b.
