23 VOTE: UNANIMOUS • Discussion and Approval of the Items Removed from the Consent Agenda I. Unified Development Ordinance (UDO) Amendment Outline and Schedule —Jordan Lake Nutrient Rules The Board considered approving process components and schedule for government initiated amendments to the UDO to remove the Jordan Lake Nutrient Rules and references related to Jordan Lake stormwater quality, in accordance with current State laws. Commissioner Jacobs said this was written with much sanitized language, and he said it should be made clear that this was forced on the County, and it is inconsistent with its values. A motion was made by Commissioner Jacobs, seconded by Commissioner Price to approve the process components and schedule for government initiated amendments to the UDO to remove the Jordan Lake Nutrient Rules and references related to Jordan Lake stormwater quality, in accordance with current State laws. VOTE: UNANIMOUS m. Unified Development Ordinance (UDO) and Zoning Atlas Amendment Outline — Flood Damage Prevention Regulations and Special Flood Hazard Area (SFHA) Overlay District The Board approved process components and schedule for an upcoming government-initiated Unified Development Ordinance (UDO) and Zoning Atlas amendments updating existing flood damage prevention regulations and eliminating the Special Flood Hazard Area (SFHA) Overlay District. A motion was made by Commissioner Jacobs, seconded by Commissioner Marcoplos to approve Item m. VOTE: UNANIMOUS Commissioner Jacobs said he made a mistake by removing Item m, and was actually Item n that he wanted to remove, but Item n has now already been approved. He shared his comments on Item n: n. Amendment Outline Form and Schedule — Expansion of Hillsborough Area Economic Development District The Board considered initiating amendments to the Town of Hillsborough/Orange County Central Orange Coordinated Area Land Use Plan, the Orange County Comprehensive Plan Future Land Use Map, and the Orange County Zoning Atlas. These amendments would define the allowable land uses in the recently expanded portion of the Hillsborough Economic Development District, south of Interstate 40 in the vicinity of Old Highway 86. These items are planned for Board consideration at the November 2017 BOCC Quarterly Public Hearing. Commissioner Jacobs said there was a public conversation about this, and putting it in the consent agenda now slips it past the public. He said the land use planning should be clear and in the open, as the BOCC has no intention of pulling anything over on the public.
