He shared his
comments on Item n:
n. Amendment Outline Form and Schedule — Expansion of Hillsborough Area Economic
Development District
The Board considered initiating amendments to the Town of Hillsborough/Orange County
Central Orange Coordinated Area Land Use Plan, the Orange County Comprehensive Plan
Future Land Use Map, and the Orange County Zoning Atlas. These amendments would define
the allowable land uses in the recently expanded portion of the Hillsborough Economic
Development District, south of Interstate 40 in the vicinity of Old Highway 86. These items are
planned for Board consideration at the November 2017 BOCC Quarterly Public Hearing.
Commissioner Jacobs said there was a public conversation about this, and putting it in
the consent agenda now slips it past the public. He said the land use planning should be clear
and in the open, as the BOCC has no intention of pulling anything over on the public.
