NOTICE OF JOINT PUBLIC HEARING <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />ORANGE COUNTY PLANNING BOARD <br />A joint public hearing will be held in the Judge F.. Gordon Battle Superior Courtroom of the <br />New Orange County Courthouse, 106 E. Margaret Lane, Hillsborough, North Carolina, on <br />Monday, May 22, 2006, at 7:30 PM for the purpose of giving all interested citizens an <br />opportunity to speak for or against the following items: <br />A. PUBLIC HEARING ITEMS <br />1. Efland-Mebane Small Area Plan <br />An appointed citizen Task Force has been working with Orange County staff to <br />develop a Small Area Plan for the Mebane-Efland area since January 2005, The <br />draft of the Plan was completed in early 2006 and presented at a community <br />meeting on March 27, 2006 to receive citizen comment. <br />The Draft Plan addresses the following areas and contains recommendations <br />specific to each: <br />• Water and Sewer <br />• Land Use/Community Character/Design <br />• Transportation <br />• Housing <br />• Parks, Recreation and Open Space <br />• Communications <br />• Intergovernmentallssues <br />• Other Recommendations, including: <br />o Potential Transfer of Development Rights (TDR) Program <br />o Emergency Shelters <br />o Impact Fees <br />o Historic Preservation <br />o Plan Updates <br />The Draft Small Area Plan and Map is available on the Orange County Planning <br />Department website at http://www.co.oranc,~e.nc.us/planning/index.htm. <br />Purpose: To receive public comment on the data, assumptions, and <br />recommendations contained in the Draft Efland-Mebane Small Area Plan and <br />receive direction from the Board of Commissioners as to subsequent steps. <br />B. NON-PUBLIC HEARING ITEMS <br />1. Orange County Comprehensive Plan Update Process <br />In response tc the public comments received at Public Hearings held on the <br />Comprehensive Plan, Land Use Element Update on November 21, 2005 and <br />February 27, 2006, the Board of County Commissioners (BOCC) has restarted <br />
