NON-PUBLIC HEARING ITEMS <br />1. Orange County Comprehensive Plan Update Process <br />In response to the public comments received at Public Hearings held on the <br />Comprehensive Plan, Land Use Element Update on November 21, 2005 and February <br />27, 2006, the Board of County Commissioners (BOCC) has restarted the Land Use <br />Element Update process and placed the Planning Board in charge of developing a <br />new process for BOCC consideration. The County Commissioners have also asked the <br />Planning Board for their suggestions on an approach/process for updating the overall <br />Comprehensive Plan. A brief update on the progress of the Planning Board will be <br />provided. <br />2. Update on Rural Enterprises Project (Agricultural Support Enterprises) <br />Planning and Economic Development staff will present draft text amendments to allow <br />for changes to the Orange County Zoning Atlas through a new conditional district <br />rezoning process, Unlike general rezoning, property subject to the conditional district <br />rezoning process may be used only for a specific land use(s), based on asite-specific <br />development plan. This new mechanism would be used to rezone properties for <br />agriculturally related businesses as an extension of the existing Agricultural Services <br />floating zoning district. Staff will respond to questions and requests direction from the <br />Board on how to proceed. A formal version of these amendments will be considered at a <br />future public hearing to ensure opportunities for public comment. <br />3. Update on Transfer of Development Rights (TDR) Feasibility Study <br />The BOCC will review the issues and concerns raised during the Transfer of <br />Development Rights (TDR) Feasibility Study and consider the TDR Task Force <br />recommendations on whether to proceed with the completion of the study. <br />FINANCIAL IMPACT: Other than advertising casts, there are no direct financial impacts <br />associated with the approval of this item. <br />RECOMMENDATION(S): The Administration recommends APPROVAL of the proposed May <br />22, 2006 .loint Quarterly Public Hearing legal advertisement. <br />
