The following <br />items are proposed for consideration at the May 22, 2006 Jcint Quarterly Public Hearing. <br />A. PUBLIC HEARING ITEMS <br />1. Efland-Mebane Small Area Plan <br />An appointed citizen Task Force has been working with Orange County staff to develop a <br />Small Area Plan for the Efland-Mebane area since .January 2005. The draft of the plan <br />was completed in early 2006 and a Community Meeting was held on March 27, 2006 to <br />receive citizen comments on the plan. <br />The draft plan contains numerous recommendations in the following topic areas: <br />• Water and Sewer <br />• Land Use/ Community Character/Design <br />• Transportation <br />• Housing <br />• Parks, Recreation and Open Space <br />• Communications <br />• Intergovernmentallssues <br />• Other Recommendations, including: <br />o Potential Transfer of Development Rights (TDR) Program <br />
