Update on FY 2016-17 County Expenditures to the Chapel Hill-Carrboro Chamber <br /> 17 and the Hillsborough/Orange County Chamber; and Recommend a County <br /> 18 Chamber of Commerce Membership Dues Policy <br /> 19 The Board received an update on FY 2016-17 County departments' expenditures to the <br /> 20 Chapel Hill-Carrboro Chamber of Commerce and the Hillsborough/Orange County Chamber of <br /> 21 Commerce and recommend a County policy regarding Chamber of Commerce membership <br /> 22 dues. <br /> 23 Gary Donaldson, Chief Financial Officer, reviewed the background information, and <br /> 24 PowerPoint presentation below: <br /> 25 <br /> 26 BACKGROUND: <br /> 27 At the June 20, 2017 BOCC budget deliberation, the Board directed staff to prepare a report <br /> 28 listing all Chamber of Commerce expenditures and to recommend a Countywide policy for <br /> 29 Chamber of Commerce memberships. Attachment 1 lists all expenditures for FY 2016-17 to <br /> 30 both Chambers. The expenditure types are categorized by 1) Memberships 2) Inter-City Travel <br /> 31 3) Sponsorships and 4) Events/Meetings. <br /> 32 <br /> 33 The Inter-City travel to a sister city occurs every two years. Those expenditures were coded to <br /> 34 the Partnership for a Sustainable Community, which is the Chapel Hill-Carrboro Chamber's <br /> 35 charitable non-profit partner. <br /> 36 <br /> 37 The Board directed the following: <br /> 38 1) Identify and suspend all Chamber of Commerce payments except for one basic <br /> 39 membership to each organization pending Board review of expenditures; <br /> 40 2) Establish one County membership each for the Chapel Hill-Carrboro Chamber of <br /> 41 Commerce and the Hillsborough/Orange County Chamber of Commerce with the <br /> 42 named member listed as Orange County, NC Government; <br /> 43 3) Administer Chamber of Commerce memberships through the County Manager's <br /> 44 Office; <br /> 45 4) Develop a County policy for Chamber of Commerce memberships. <br /> 46 <br /> 47 Follow-up Discussion on Chamber of Commerce Dues <br /> 48 September 5, 2017 <br /> 49 <br /> 50 Background <br />
