2 <br /> The attached excerpt of the National Register Nomination document provides a detailed <br /> discussion of the history of the Efland Home (Attachments 1 and 2). The information details its <br /> statewide significance as North Carolina's first reform institution for African American girls when <br /> it opened in 1925. The project was spearheaded by Dr. Charlotte Hawkins Brown, a nationally <br /> recognized black educator and social reformer. Funds to build and operate the Efland Home <br /> were raised by black women across the state under the auspices of the NC Federation of <br /> Colored Women's Clubs. <br /> FINANCIAL IMPACT: None. The National Register Nomination was paid for by funding from <br /> the Lands Legacy Program budget for FY 2016-17. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to <br /> this agenda item: <br /> • GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND-USE AND <br /> ENVIRONMENTAL POLICIES: <br /> The fair treatment and meaningful involvement of people of all races, cultures, incomes <br /> and educational levels with respect to the development and enforcement of <br /> environmental laws, regulations, policies, and decisions. Fair treatment means that no <br /> group of people should bear a disproportionate share of the negative environmental <br /> consequences resulting from industrial, governmental and commercial operations or <br /> policies. <br /> The proposed action to place the Efland Home on the National Register of Historic Places will <br /> provide public recognition of its historic significance. It will provide protection for the building <br /> and its associated site from future harmful land use or property development actions through the <br /> federal regulations and review provisions of Section 106 of the National Historic Preservation <br /> Act as well as the North Carolina State Environmental Policy Act (SEPA) and North Carolina <br /> General Statute 121-12(a). <br /> RECOMMENDATION(S): The Manager recommends that the Board endorse the National <br /> Register Nomination of the Efland home and authorize the Chair to sign the Elected Official <br /> Comment Letter (Attachment 4). <br />
