~~ <br />GOAL IV-B: Orange County will be a model county in adhering to or <br />surpassing federal and state guidelines (eg.1987 OBRA) which address <br />residents' rights, quality of care, and quality of life in long term care <br />facilities. <br />Accomplishments -Quality of Care Provision <br />Objective #103: Advocate and promote the establishment of family councils in long term <br />caze facilities. (Goat IV-B) <br />Accomplishment: Triangle JArea Agency on Aging Regional Ombudsman currently <br />offers assistance to families in establishing councils. <br />Objective #104: Support/Advacate for the state initiative to develop a grading system for <br />long term care facilities similar to the five star program for child caze facilities. (Goal IV-B) <br />Accomplishment: Legislation was passed in 200.5. A star rating system for adult care <br />homes was authorized to be developed by the L)epartment of Health and Human Services <br />(L)HHS) to improve the guality of care and give consumers some guidance when selecting <br />an adult care home, for a family member. <br />Objective #105: Promote, via television, print media, and radio, long term care <br />residents' bills of rights and the services of the Regional Long Term Care <br />Ombudsman's office, Orange County Dept, on Aging, County DSS, Division of <br />Facility Services, and North State Legal Services. (Goal 1V-B) <br />Accomplishment: The In Praise of Age TV Show during the past, four years have had <br />special half hour programs featuring the services of these organizations.. <br />Objective #106: Develop a standazdized residents' rights and orientation admissions <br />package to be used at all long term care facilities within the county. (Goal IV-B) <br />Accomplishment: An orientation and admissions manual was developed, for all adult <br />care homes in the county. The lack of interest from Nursing Homes did not warrant the <br />development of a manual solely, for them. <br />Unmet Objectives --Quality of Care Provision <br />Objective #107: Present "business excellence awards", endorsed by the County <br />Commissioners to long term care facilities that meet and/or surpass federal and state <br />guidelines concerning residents' rights/ quality of caze/ quality of life. Award to include <br />media recognition for the winning facilities. (Goal IV-B) <br />Comment: Lack staff time and resources, <br />Objective #108: Assess the need for additional adult home specialists for the Dept, of <br />Social Services based on caseload, (Goal IV-B) <br />Comment: Lack of staff time and resources. <br />Objective #109: Provide information, referral, and technical assistance related to <br />residents' sights, to older persons and their families.
