The structure and <br />,functioning of the Roundtable need to be revised. <br />Obieetive #81 Expand a "vial of life" type program in Orange County, which provides <br />personal medical information sheets accessible to emergency medical personnel. (Goal N-A) <br />Aecomnlishment: The Chapel Hill AARP, Chapel Hill Police and OCDoA developed <br />a red ,sleeve to keep on refrigerator doors. These hold current medical, medication, <br />and family/MD contact information for seniors. These have been available at all senior <br />centers and meal sites and at the Chapel Hill Police Scam Jam in September 2002 <br />Obiective #82: Support State legislative reform of the Guazdianship statutes to provide <br />greater protection of wards' rights. (Goal IV-A) <br />Accomntshment: Legislation was passed to appoint a Statewide Guardianship <br />Taskforce in 200.5.. One legislator has not appointed his members and the process has <br />stalled <br />Obiective #83: Provide and market educational opportunities for Orange County <br />residents regarding planning and fmancing retirement and long term caze possibilities. <br />(Example: a series of courses/workshops on all aspects of aging, retirement, and <br />financial planning) (Goal N-A) <br />Accomplishment: Two large workshops, entitled Senior Choices, were held at the <br />Chapel Hill Senior Center in May, 2005. These were highly successful and should be <br />repeated at the new senior centers once there is more space and parking to accommodate <br />the participants. <br />Unmet Objectives -Long Term Care Service <br />Obiective #84: Require "sensitivity training" for First Responders (Emergency Medical <br />Services, police, fire, and health department personnel on the appropriate approach to older <br />persons with potential medical and cognitive impairment issues (Triangle J Area Agency on <br />Aging Regional Ombudsman currently offer training in this area). -(Goal IV-A) <br />Comment: Lack staff time and resources, <br />Obiective #85: Modify existing county-municipal staff training programs to include a <br />segment on "working with older persons." (Goal IV-A) <br />Comment: back staff time and resources. <br />Obiective #86: Develop a program endorsed by the County Commissioners that will <br />subsidize quality caze in adult care home facilities with 20 beds or fewer to prevent <br />further closings. (Example: cover cost reporting, assistance with paperwork and <br />computer reporting). (Goal N-A) <br />Comment: Lack staff time and resources. Low priority. These, facilities are for profit. <br />Obiective #87: Support recommendations made by the North Carolina Institute of <br />Medicine's Long Term Caze Task Force to the General Assembly to enact "a carefully <br />monitored `labor enhancement' to publicly funded long term care reimbursement <br />rates to improve staff recruitment and retention...The NC DHHS should develop <br />safeguards to ensure that the enhanced reimbursement rates are used for staff <br />recruitment and retention."
