3~ <br />Accomplishments ~- Long Term Care Service <br />Obiective #S0: Establish an Orange County Long Term Care Facility Roundtable <br />(OCI,TCR) comprised of service providers, consumers, advocates, and regulators, who <br />will work to define, address, and resolve Curren[ priority issues related to the quality of <br />care and guality of life of the long term care. facility population, (Goal IV-A) <br />(Revisions to objective in italics -July 2002) <br />Accomplishment: The formation of the Roundtable was postponed until Summer, 2002 <br />when the Aging Director, the TJAAA Long Term Care Ombudsman and a graduate <br />student organized and held two task, farce meetings to deftne the target population, <br />purpose, representatives, and initial meeting agenda, for the LTC Facility Rvundtable. <br />Objective al was revised as indicated above to rejlect the Roundtable's main. focus on the <br />LTC facility population, <br />The Roundtable had its kickoff meeting on May 7, 2003, during which three working <br />subcommittees wez•e, formed to review Master Aging Plan goals, deftne priority issues <br />and .set an action plan for 2004 - 200.5. The three subcommittees were advocacy, <br />policy/legislative and staff/recruitment/z•etention. Participants included long term care <br />facility residents, providers, advocates, and family members; Triangle JArea Agency on <br />Aging Ombudsman Program,° the Orange County Department on Aging; Orange County <br />Nursing Home and Adult Care Hozne Advisory Committees; Orange County <br />Commissioners; Orange County Deparhnent of Social Services; the Orange County <br />Elder Mistreatment Coalition; L/NC Hospitals; Home Health agencies; OPC Mental <br />Health; First Responders; geriatric teamwork graduate students; consumers; researchers <br />and others. <br />The Roundtable held its second annual full membership meeting on April 31, 2004 with <br />approximately 65 people in attendance.. Each of the three subcommittees presented their <br />work, for the past year. <br />^ The Advocacy Subcommittee compiled an admissions handbook, which was <br />distributed to all long term care facilities in the county for use by residents and <br />family members. The handbool~ divided into 3 sections, covered resident <br />empowerment, family empowezment and, facility best practice. The best practice <br />sections included best practices in facilities, best practices to assure continuity of <br />cure between, facility and hospital, facility, home health and others.. <br />^ The Policy/Legislative Subcommittee, with input from local and state elected <br />officals, developed an agenda of policy and legislative actions needed to address <br />areas of concern in lung term care. facilities. The agenda was submitted to the <br />Board of County Commissionezs and the legislative items were approved and <br />included in their legislative agenda packet. Many of the legislative items have <br />been addressed. <br />^ The Staffing/Recruitment/Retention Subcozn»zittee encouraged spo»sorship of <br />two Alzheimer's/Dementia Trainings in the county for caregivers family <br />,volunteers, stajf members from.facilities, home health, hospice, adult day centers, <br />hospital and others.. The h~ainings were sponsored by the Orange County <br />Department on Aging Elder Care Division, the Triangle JArea Agency on Aging <br />Ombudsman Program, the Orange County Long Term Care Facility Roundtable <br />and the Eastern NC Alzheimer's Association. <br />Comments: Due to lack of'staff and resources, the Roundtable has not had additional <br />meetings since 2004. The bulk of'the work and the cost were absorbed by the Triangle J <br />18 <br />
