(Goal II-C) <br />Comment: Currently, the State Homestead Exemption is available for• the very poor, but <br />only reduces property tax by .50 per cent. Issue needs further study. <br />Obeective #64: Provide assistance for senior housing projects in planning for <br />supportive services. (Goal II_C) <br />Comment: Currently, DOA Eldercare Services provides a service coordinator under <br />contract, for 10 hours per week at Manley Estates, a low income senior housing facility. <br />Issue needs further study, especially new, facilities being consriucted <br />III. THE MODERATELY IMPAIRED OLDER POPULATION <br />GOAL; III-A: To recognize and support the efforts of informal caregivers in <br />providing care to older persons in Orange County. <br />Unmet Objective -Formal Caregiver Services <br />Obeective #65: Offer sufficient and affordable certificate training and placement program for <br />certified nursing assistants (CNAs) and personal care aides (PCAs), throughout the <br />community (e,g., internships and co-op programs). (Goal III-A) <br />Comment: Lack ofstaff time and resources.. <br />Accomplishments -Respite Services <br />Obeective #66: Fetid and coordinate a program to provide housekeeping and heavy cleaning <br />services once a month for 25 clients on a sliding scale fee. (Goal III-A) <br />Accomalishment: FY 2000-2002-With the BOCC approval, $1.3,500 was set aside <br />and cleaning service began by DOA Eldercare Services in January 1002. However, state anc! <br />county budgetary constraints, the program was discontinued in June 2002. Clients wha <br />wanted to retain the service and could provide the matching,funds were referred directly to <br />the cleaning service companies. Hopefully, with budgetary improvements, the program can <br />be re-instituted in FY 2004 or beyond <br />Obiective #67: Expand existing in-home respite services (Goal III-A) <br />Accomplishment: (Multi-year continuation objective 2001- 2004) <br />FY 2001-With assistance of [he MA. P. Steering Committee and Aging Board, the Aging <br />Director prepared a successful proposal, for National Caregiver Funds, for $39, 256 to the <br />TJCOG in Dec. 2001. The Respite Plan was submitted to BOC.C for approval in January <br />2002 and covers four caregiving areas volunteer in-home respite (subcontract with A <br />Helping Hand agency), group respite, institutional respite, and professional in-home respite <br />reguiring personal care, <br />FY 2002- A successful proposal for National Caregiver Funds, submitted by the supervisor of <br />Elderem•e, was approved by TJCOG in June 2002. A grant in the amount of $73, 500 from <br />the National Family Caregivers' Support Program Funding is being utilized as, follows: <br />1, Caregiver Respite Choice Program - $40, 000 (services include adult day care, <br />volunteers, aides, and institutional overnight respite) <br />1. Group Respite (Caregiver Day Out Program continued) - $1.3,500 <br />3. C.'aregiver Training and Counseling - $20, 000 <br />]5 <br />
