a3 <br />Objective #15: Locate land and begin design for the Central Orange Senior Center, <br />exploring co-location with senior housing and an adult day facility. <br />Comment: With the purchase of the Sportsplex property in Dec, 2005 for the Locations of the <br />Central Orange Senior Center there needs to be an assessment of as to the co-location <br />possibility on the praperty. for senior housing and adult day facility and other public uses.. <br />This information to reported back to BOCC for approval. <br />Objective #16: Construct approved multi-purpose senior centers in Southern and Central <br />Orange to be completed by June 2006. (Goal I-A) <br />Comment: Two senior centers have been approved and is anticipated to be constructed and <br />operational by December, 2006, <br />Objective #17: Study the space and service needs of satellite outreach programs in the <br />Efland Community Center, Northern Human Services Center, Carrboro, and the need for <br />other community programs. (Goal I-A) <br />Comment: Lack of staff time and resources. <br />Accomplishments -Transportation Access <br />Objective #18: Review the current availability of non-emergency ambulance services and high <br />costs within the county, and make recommendations for resolution of the issue. (Goal I-A) <br />Accomulishment: Aging Director and OPT Supervisor reviewed the currentinadequateanl <br />high cost ($125 per trip plus mileage) non-emergency ambulance service offered by a private <br />provider in the Summer 2001. Meetings were held with local nursing home ndministrators <br />and EMS, for their input and documentation of need OPT employees were trained and a test <br />pilot was provided on three non-emergent ambulance moves and associated costs were <br />tracked. In .Ianuary 2002, Aging/OPT Director submitted a proposal, for OPT to provide <br />non-emergency ambulance service to Orange County residents. Results- EMS established to <br />contracts with two ambulance services for improved service response. However, costs are <br />still high because there is one cost for non-emergency non medical sd•etchen• b•anspor•t and <br />non-emergency medical stretcher. The assumption is that i.s need, for a meditech, for any <br />stretcher transport and higher charge, for it. <br />Unmet Objectives --Transportation Access <br />Objective #19: Establish an OPT customer user survey and/or a forum that will identify <br />changes needed to routes, additional service needs, customer satisfaction issues and will meet <br />annually before budget preparation. (Goal I-A) <br />Comment: Partially achieved, Customer satisfaction survey has been done and forums have <br />been held but not on a consistent annual basis. <br />Objective #20: OPT, TTA and E-Z Rider to develop and implement a plan for providing <br />affordable and seamless transportation within and outside Orange County, (Goal I-A) <br />Comment: Lack of staff time and resources. <br />Objective #21: Provide annual training for all transportation service employees on the <br />special needs and cultural issues associated with older persons. (Goal I-A) <br />Comment: Partially achieved This has been done, but not annually. <br />
