Fikes, 245-2490 <br />PURPOSE: To award two housing rehabilitation contracts far the County's CDBG Scattered <br />Site Housing Rehabilitation Program. <br />BACKGROUND: The Housing and Community Development Department solicited bids from <br />qualified housing rehabilitation contractors participating in the County's Housing Rehabilitation <br />Program for the general repair portion of the work specifications. Bids were also solicited from <br />lead based paint abatement contractors for items containing lead based paint as required by <br />federal regulation. <br />The informal bidding process is governed by the North Carolina General Statues §143-131 and <br />does not require a minimum number of bids, Additionally, present program procedures provide <br />that. housing rehabilitation contracts be awarded to the lowest responsible bidder, Additionally, <br />all contractors participating in the County's Rehabilitation Program are required to utilize current <br />deconstnaction and material recycling methods during the repair process. <br />Sealed bids were solicited from participating contractors on January 27 and January 30, 2006, <br />However, because no bids were submitted, bids were solicited for a second time on February <br />21 and February 23, 2006 with a bid opening on February 28, 2006 and March 2, 2006 <br />respectively with two bids received for the general repair portion and the lead based paint <br />portion of the work specifications far both dwelling units, Bid results are attached. <br />FINANCIAL IMPACT: The CDBG Scattered Site Program provides grant funding for this repair <br />program, <br />RECOMMENDATION(S): The Manager recommends that the Board award the following <br />housing rehabilitation contracts: <br />Dwelling Unit Bid Amount Contractor <br />2712 Mill Creek Road, Mebane $26,980 Triple .J Construction Company <br />$12,046 RGO Enterprises LLC <br />8516 Union Grave Church Rd,, CH $44,570 Triple J Construction Company <br />$ 5,083 RGO Enterprises LLC <br />
