Community support of this offering ensures the ongoing availability and
affordability of this offering.
More than half of the referrals to Behavioral Insights' programs will be generated by
the court system as sanctions handed down in lieu of active jail time. Availability of
these services, therefore, stands to offset jail costs that often go unpaid due to the
indigent status of participants. Furthermore, participation in programming that
provides pro-social tools for managing stress and conflict will reduce recidivism,
further reducing jail bed costs and facilitating intact family time, thereby
unburdening over-strained government support systems.
j) Describe what would happen if requested funding is not awarded at all or if a
reduced allocation is recommended.
If requested funding is not awarded, the Behavioral Insights board will meet with
stakeholders to determine how best to allocate the funding available. Likely, this
would result in a reduced capacity to provide the outlined services.
k) Include any other pertinent information.
The Strong Fathers Program was evaluated by Dr. Joan Pennell at NC State's
Center for Family and Community Engagement. Findings published in a 2015 report
indicated statistically significant reductions in the following child protection outcomes
for families of 177 fathers who participated in the program: 1) Number of families
with investigated child welfare reports, 2) Median level of highest family risk
assessed during investigations, 3) Number of families with child protection findings
(substantiations, services needed), and 4) Number of families with household
domestic violence as contributory to child maltreatment.
