Status of School Bond Projects and Update on the Lincoln Center Groundbreaking
Project schedules for the Lincoln Center and Chapel Hill High School projects are included in the
packet. Bids are scheduled to be opened on September 28 and a public ground breaking
ceremony will be scheduled once contracts and schedules are finalized. See page 22
Review of the Use and Purpose of School Resource Officers
During the budget process a question was raised by a commissioner on whether the separate
School Resource Officer (SRO) and Nurse funding be included in the ADM funding to allow
districts more flexibility to pay for other identified needs instead of using the money for SROs.
Ultimately the commissioners approved keeping the funding structure the same, but
committed to an additional discussion at the joint boards meeting.
District administration is in strong support of our SRO program and supports the current
funding structure. We have discussed our program at Board meetings in May and September
2017, shared a variety of resources including our professional development efforts, school
incident data, and information about our first SRO program summit. Board packets from
both meetings are included with this memorandum. See pages 23-106
Mental Health Collaboration between the Schools and the County
The district has been engaged in a review of our mental health services. Our focus has been to
develop and implement strategies to promote awareness, ensure we are identifying students
early, being clear about what individual supports are needed, and to removing barriers for
mental health services and treatments. The district recently developed a request for proposals
(RFP) for co-located mental health services to provide onsite support to our students. Service
providers have been selected and the district is moving forward with agreements. The RFP and
draft agreement are included, along with an overview of co-located mental health services.
See pages 107-136
Staff will be present at the Joint Boards meeting on September 28, 2017 to answer questions as
needed.
2
