4. The award will be made to the qualified and responsible offeror(s)whose <br /> proposal is responsive to this solicitation. A responsible offeror is a CSMC <br /> whose financial, technical and other resources indicate an ability to perform the <br /> services required by this solicitation and whose responses best meet the criteria <br /> contained throughout the RFP. The award may be made to other than the lowest <br /> monetary proposal.
