III. Types of Teacher Licenses <br /> Recodifies statutes related to teacher licenses. Lays out the following types of licenses that a teacher <br /> may attain: <br /> • Initial professional license: 3-year nonrenewable license for those who complete an educator <br /> preparation program (same as current law). <br /> • Continuing professional license: 5-year renewable license(same as current law). <br /> • Emergency license: One-year nonrenewable license for individual who holds a bachelor's <br /> degree with relevant coursework (same as current law). <br /> • Lifetime license: License issued after 50 or more years of teaching that requires no renewal <br /> (new license). <br /> • Residency license: One-year license(renewable twice)issued to an individual who is <br /> entering a teacher residency program(replaces lateral-entry). <br /> • Retirement license: 5-year renewable license issued to a teacher who retired with 30 or more <br /> years of experience and who has served as a substitute teacher or part-time provider of <br /> certain educational services since retirement(new license). <br /> IV. Accountability <br /> Establishes accountability requirements for educator preparation programs. Directs the SBE to <br /> annually evaluate the performance of educator preparation programs. Creates three sanction levels <br /> for programs that are failing to meet certain standards. The sanction levels from least to most serious <br /> are: Warned,Probation, Revoked. Defines the circumstances that trigger each sanction type. Allows <br /> the SBE to implement other types of sanctions as needed. Delineates the data and information <br /> required to be included in each educator preparation program accountability report card. <br /> V. Professional Educator Preparation and Standards Commission <br /> Establishes the Professional Educator Preparation and Standards Commission, an 18-member <br /> commission that will make recommendations to the SBE on all aspects of educator preparation <br /> programs as well as standards for teacher licensure, continuing education, and conduct. Makes the <br /> Commission an independent entity unit but located administratively under the SBE. <br /> VI. Employment of Retired School Administrators <br /> Clarifies that a local school board may employ a retired principal or retired assistant principal as an <br /> interim principal,regardless of licensure status. <br /> VII. School Employee Dismissal Procedures/School Board Policies <br /> Establishes a deviation from the usual procedure to be followed to suspend a teacher without pay. <br /> Provides that in situations when the teacher has been incarcerated or put into custody,the <br /> superintendent intending to suspend the teacher without pay can provide written notice of the <br /> charges, an explanation of the basis for the charges, and an opportunity to respond in writing,rather <br /> than having to meet with the teacher in person. <br /> Authorizes local boards of education to adopt policies creating periodic checks of the criminal <br /> history of LEA employees. Prohibits any language in the policy that requires employees to pay for <br /> the criminal history check. Should another local school board, charter school, or regional school <br /> make an inquiry as to the reason for an employee's resignation/dismissal,the local board must <br /> indicate if criminal history was a relevant factor. <br /> Requires local school boards to report to the SBE when a teacher's resignation is related to criminal <br /> history, regardless of whether dismissal proceedings have begun or the resignation occurred without <br /> permission. <br /> 47 <br />
