Disallows the bonus if the teacher was moved to a different grade level or out of AP/IB because the <br /> teacher refused to continue where they were. <br /> SB 312: Surplus Computers for Low-Income Students (S.L. 2017-67) <br /> Allows the State Surplus Property Agency to donate computer parts to nonprofit entities that <br /> refurbish computer equipment to donate to low-income students and households throughout the state. <br /> Allows the Agency to adopt rules to define which entities qualify as a nonprofit entity that makes <br /> such donations. <br /> G.S. 143-64.02(2), - 64.03(b). <br /> SB 445: Expungement Process Modifications (S.L. 2017-195) <br /> Makes various changes to expungement process as follows. <br /> Reduces the 15-year standard waiting period for expungement to: 10 years for a nonviolent felony <br /> and 5 years for a nonviolent misdemeanor. <br /> Eliminates restrictions on requests to expunge multiple dismissed/not guilty charges: the offenses do <br /> not have to have occurred within the same 12-month period of time and the person is not disqualified <br /> for having received a prior expunction. <br /> Standardizes the procedure for filing an expunction petition. Clarifies that petitions for expunctions <br /> be filed in the court of the county where the conviction occurred. Gives prosecutors authority to <br /> access electronic files of specified categories of expunction records. <br /> Effective December 1, 2017, and applies to all petitions filed on or after that date. <br /> G.S. 15A-145, -145.1, -145.2, -145.3, -145.4, -145.5, -145.6, -146, -147, -148, -149, -150, -151, - <br /> 151.5. <br /> SB 448: Professors in the Classroom (S.L. 2017-91) <br /> Authorizes local boards of education to contract with higher education faculty members to serve as <br /> adjunct instructors for core academic subjects in K-12 without having a teaching license. Before <br /> entering the classroom,these adjunct instructors must comply with the following requirements: <br /> • Comply with the local school board's criminal history check policy. <br /> • Be employed less than 20 hours per week or less than six full consecutive months. (As <br /> temporary employees,they would not be eligible to earn paid leave,participate in the <br /> Teachers' and State Employees' Retirement System, or receive or purchase health benefits <br /> through the State Health Plan for Teachers and State Employees.) <br /> • Receive preservice training in: <br /> o The identification and education of children with disabilities. <br /> o Positive management of student behavior. <br /> o Effective communication for defusing and de-escalating disruptive or dangerous <br /> behavior. <br /> o Safe and appropriate use of seclusion and restraint. <br /> Effective when it becomes law. <br /> G.S. 115C-298.5. <br /> SB 468: QZAB Use Modification(S.L.2017-187) <br /> Modifies the uses of Qualified Zone Academy Bonds (QZAB) and lottery-funded school capital grants. <br /> Directs the SBE to give QZAB funding priority to Tier I counties (most economically distressed) and <br /> 45 <br />
