HB 770: Various Clarifying Changes (VETOED) <br /> Section 1. Makes clarifying changes to the school accountability statute to ensure <br /> alignment with the federal Every Student Succeeds Act (ESSA). Allows, only for the purpose of <br /> conforming with ESSA, the SBE to label measures as academic indicators different from those <br /> described in statute,provided that each measure shall be calculated in accordance with the <br /> statute. <br /> G.S. 115C-83.15, -83.16. <br /> HB 800: Various Changes to Charter School Laws (S.L. 2017-173) <br /> Section 1. Authorizes a charter school to place employees of Education Management <br /> Organization (EMO) or a Charter Management Organization (CMO) as teachers in the charter <br /> school. <br /> G.S. 115C-218.90(a)(1). <br /> Section 2. Accelerates the time by which the SBE must approve charter applications <br /> submitted through the fast-track replication cycle. Directs that the SBE must make a final <br /> decision on a fast-track replication application no later than 120 days after submission of the <br /> application. <br /> Section 3. Raises the ceiling at which charter schools not designated as low-performing <br /> can automatically grow student enrollment before having to seek approval from the SBE, from <br /> 20% to 25% of the charter's previous year enrollment (starting July 1, 2017), and then again up <br /> to 30% starting July 1, 2018. Prohibits charters designated as low-performing from increasing <br /> student enrollment beyond 20%. <br /> G.S. 115C-218.7(b), -218.8. <br /> Section 4. Gives enrollment priority in the charter lottery admissions process to students <br /> previously enrolled in a charter school in NC. <br /> G.S. 115C-218.45(f). <br /> Section 5. Allows charter schools to operate NC Pre-K classrooms and sets out <br /> guidelines for charter school participation. <br /> G.S. 115C-218(c)(3), -218.45(f), -218.115. <br /> Section 6. Permits LEAs to work with groups outside of NCVPS to provide e-learning <br /> opportunities. Eligible groups must: <br /> • Be accredited by a regional accrediting agency. <br /> • Employ teachers who hold teaching licenses from NASDTEC Educator ID <br /> Clearinghouse states. <br /> • Ensure courses are aligned to the Standard Course of Study. <br /> Senate Bills <br /> SB 55: School Bus Cameras/Civil Penalties (S.L. 2017-188) <br /> Authorizes the use of photographic or video evidence for the civil enforcement of violations for <br /> passing a stopped school bus as follows: <br /> • Allows counties to adopt ordinances imposing civil penalties for passing a stopped school <br /> bus if there is no injury or death and there is not a criminal prosecution. Imposes a penalty <br /> for failure to pay. The penalty is $450 for the 1st offense, $750 for the 2nd offense, and <br /> $1,000 for each subsequent offense. <br /> • Permits local boards of education to either(i) contract with private vendors to install and <br /> operate automated school bus safety cameras (up to 3 years); or(ii)install and operate such <br /> equipment on their own. <br /> 43 <br />
