Establishes a legislative committee to study the Needs-Based Public School <br /> Capital Fund program (see budget bill). Enumerates two items the committee shall at a <br /> minimum examine. Requires a report and any recommendations to be submitted by February 1, <br /> 2018. <br /> Section 2.1. Declares legislative intent to fund a new allotment stream for program <br /> enhancement teachers in public schools beginning with 2018-19 (one the funded and average K- <br /> 3 class sizes are equalized). <br /> Section 2.2. Removes building security programs as one of the school security plans to <br /> be developed in conjunction with the regional security consultants. <br /> Section 2.3. Allows the Superintendent of Public Instruction to remove the Associate <br /> Superintendent of Early Education for any reason (not just in the event of incapacity to proceed). <br /> Section 2.4. Clarifies that the allotment transfer reports local boards of education must <br /> submit per the budget must cover transfers over fiscal years 2014-15, 2015-16, and 2016-17. <br /> Section 2.5. Makes technical changes to how the A-F school grades are calculated(G.S. <br /> 115C-83.15). <br /> Section 2.6. Allows DPI to carry forward up to $5 million of Excellent Public Schools <br /> Act funds through the end of the 2017-18 and allocate the funds to LEAs for purchasing <br /> computers or other electronic devices needed to administer the reading diagnostic assessments. <br /> Section 2.7. Clarifies that the $300,000 in funds for Eastern NC STEM are to be used for <br /> enrollment of students in Halifax County Schools. <br /> Section 2.8. Switches one of the vacant positions DPI is to eliminate (the old one had <br /> recently been filled). <br /> Section 2.10. Clarifies that the guidelines for AP/IB/CTE and Cambridge International <br /> bonuses established in the budget(see above) are to apply for bonuses awarded in January 2018, <br /> 2019, and 2020. Also clarifies that individual bonuses awarded through the 3rd grade teacher <br /> bonus program in January 2018 will not be capped. Starting with the bonuses in 2019 and 2020, <br /> the amount an individual teacher can receive through the 3rd grade reading bonus will be capped. <br /> 41 <br />
