Begins with the 2017-18 school year. <br /> G.S. 115C-333(a), -333.1(a). <br /> IV. Student Health Issues Study <br /> Directs the Superintendent of Public Instruction to set up a working group to make <br /> findings/recommendations to the legislature on ways to address risky student behaviors and <br /> encourage student health/mental health (report to be submitted by April 1, 2018). Provides that <br /> the working group may include individuals from LEAs. <br /> V. Delay State Board of Education Mental Health Policy <br /> Directs the SBE to delay by one year all the timelines established in its School-Based Mental <br /> Health policy, including the LEA personnel training requirements. Those requirements will go <br /> into effect 2018-19. <br /> VI. Computer Science <br /> Establishes a series of directives for developing recommendations to further teaching and student <br /> learning of computational thinking and computer science in public schools, including curriculum <br /> guidelines and methods to increase the number of teachers prepared to teach such material. <br /> HB 161: Divestment from Companies That Boycott Israel (S.L. 2017-193) <br /> Section 1. Nullifies any contract that a political subdivision of the state(including a local <br /> school board) enters into on or after October 1, 2017, with a company found by the State <br /> Treasurer to be engaged in a boycott of Israel. Requires the State Treasurer to make publicly <br /> available a list of companies found to be engaged in a boycott of Israel (defined as a company <br /> that refuses to deal, terminates business activities, or takes actions that are intended to penalize, <br /> inflict economic harm, or otherwise limit commercial relations specifically with Israel, or <br /> persons or entities doing business in Israel or in Israeli-controlled territories). Allows a grace <br /> period- any contract entered into before October 1, 2017, can expire with the terms of the <br /> contract. <br /> Section 3.4. Eliminates the statute that obligated parties bidding on local government <br /> RFPs to certify that they are not on the Iran divestment list and prevented parties granted a <br /> contract from utilizing subcontractors on the Iran divestment list. <br /> Repeals G.S. 147-86.59. <br /> HB 205: WC for Inmates/UI& WC/Newsprint Employees (VETOED) <br /> Section 5. Allows for the publication of required notices on a county-maintained website <br /> instead of in a newspaper, if the county has adopted an ordinance to do so. Sets out fees that <br /> may be charged to various entities for publication of the notice on the website. Directs that 50% <br /> of the fees collected are to go to the local school board to pay teacher salary supplements. <br /> G.S. 1-602; 153A-52.2. <br /> HB 229: GSC Technical Corrections 2017 (S.L. 2017-102) <br /> Section 48. Adjusts a number of deadlines for the SBE to submit various reports to <br /> legislative committees. <br /> 40 <br />
