education and other political subdivisions from regulating access to multiple occupancy <br /> restrooms, showers, or changing facilities except in accordance with an act of the General <br /> Assembly. Prohibits local boards of education and other local governments from enacting or <br /> amending an ordinance regulating public accommodations until December 1, 2020. <br /> HB 149: Students with Dyslexia and Dyscalculia(S.L. 2017-127) <br /> Establishes the General Assembly's intent that all students with specific learning disabilities, <br /> including dyslexia and dyscalculia, receive necessary and appropriate screenings, assessments, <br /> and special education services. <br /> Before the start of the 2017-18 school year, directs local boards of education to review diagnostic <br /> tools and screening instruments for specific learning disabilities and determine if additional tools <br /> are needed. <br /> Requires the SBE to take a number of actions, including: <br /> • Define dyslexia as a part of its policies for specific learning disabilities. <br /> • Ensure ongoing professional development opportunities are in place for the start of the <br /> 2017-18 school year to help school personnel successfully identify and strategically <br /> intervene to help students with specific learning disabilities. <br /> • Ensure parents, educators, and others have information before the 2017-18 school year <br /> starts on characteristics, tools, and support for children with dyslexia. <br /> HB 155: Omnibus Education Law Changes (S.L. 2017-157) <br /> I. K-3 Class Size Reporting Requirement Date <br /> Changes the deadline for submission of the first of the two required biannual reports on class <br /> sizes and program enhancement teachers established by HB 13 from end of September to the end <br /> of October. <br /> II. Career Status Retention for Certain Teachers <br /> Rewrites the teacher employment statutes to provide that career status remains with teachers who <br /> had earned it prior to August 1, 2013 and remain employed by the LEA that granted the career <br /> status. Career status teachers were scheduled to lose it on July 1, 2018, under a bill enacted by <br /> the General Assembly, but an NC Supreme Court decision struck down that law and held that if a <br /> teacher had earned career status then it could not be taken away. These statutory changes align <br /> with that decision. <br /> Provides that where a school administrator has also earned career status as a teacher in that LEA, <br /> that career status will be retained even if their school administrator contract is not renewed <br /> (unless career status is voluntarily relinquished or the individual is dismissed). Provides the <br /> same protections to those who earned career status as a teacher, get a provisional assistant <br /> principal license, and then do not have their provisional license extended. <br /> G.S. 115C-287.1, -296(b)(1)a.1., -302.1(b), -325. <br /> Ill. Assistant Principals Conduct Evaluations <br /> Authorizes assistant principals in high schools with at least 1,500 students to conduct teacher <br /> evaluations. Provides that during a teacher's first 3 years the principal must conduct at least 1 <br /> evaluation. <br /> 39 <br />
