School-Justice Partnerships to Reduce School-Based Referrals to <br /> Juvenile Courts <br /> Requires the Administrative Office of the Courts Director to prescribe policies and procedures <br /> for chief district court judges to establish school justice partnerships with LEAs, local law <br /> enforcement agencies, with the goal of reducing in-school arrests, out-of-school suspensions, and <br /> expulsions. <br /> G.S. 7A-343. <br /> PART XXXIV—DEPARTMENT OF TRANSPORTATION <br /> Section 34.6A Road Improvements Adjacent to Schools <br /> Makes the Department of Transportation financially responsible for upgrades and construction <br /> on State-maintained roads that are adjacent to school buildings. Makes cities financially <br /> responsible for upgrades and construction on roads that are city-owned roads adjacent to schools. <br /> Requires the Department of Transportation to collect certain information about the road <br /> improvements near schools over the period covering July 1, 2015, to July 1, 2017 and submit the <br /> report to the General Assembly. <br /> Effective October 1, 2017, and applies to school openings, relocations, and expansions or after <br /> that date. <br /> G.S. 136-18(29a); 160A-307.1. <br /> PART XXXV—SALARIES AND BENEFITS <br /> Section 35.10 State Agency Teachers <br /> Authorizes the same salary increases for employees of schools operated by the Department of <br /> Health and Human Services, the Department of Public Safety, and the SBE as for those who are <br /> paid on the "A" Teacher Salary Schedule. <br /> Section 35.11 All State-Supported Personnel <br /> Clarifies that the salary increases provided for 2017-18 do not apply to persons separated from <br /> State service due to resignation, dismissal, RIF, death, retirement, or whose last workday is prior <br /> to July 1, 2017. <br /> Section 35.15 Use of Funds Appropriated for Legislatively Mandated Salary Increases <br /> Sets out guidelines and reporting requirements for use of funds set aside for salary increases and <br /> compensation bonuses. <br /> Section 35.16 Mitigate Bonus Leave <br /> Allows an opportunity for LEA employees that earned special bonus leave in 2003 and 2005 to <br /> use or cash in that special bonus leave if: <br /> (1)Participation is voluntary; (2) leave that is cashed out must be valued at the amount based on <br /> the employee's current annual salary rate; and (3) a report on the demographic information is <br /> 33 <br />
