• Requires grant recipients to participate in all evaluation activities and to provide <br /> additional report upon request. <br /> • Adds a requirement that principal candidates must have a master's degree for licensure. <br /> Allocates to the SEAA, $380,000 for the administrative costs of the grant administrator and $4.2 <br /> million for grant awards in 2017-18. <br /> Section 10A.6 Study of Opportunity Scholarship Student Evaluations <br /> Mandates the SEAA, DPI, and the Division of Nonpublic Education to create a task force to <br /> "study the most effective, valid, and reliable method of evaluating learning gains and losses of <br /> students receiving scholarship grants" through the Opportunity Scholarship school voucher. <br /> Requires a report by March 1, 2018. <br /> PART XI—DEPARTMENT OF HEALTH AND HUMAN SERVICES(DHHS) <br /> Section 11B.1 NC Pre-K Program/Standards for Four and Five Star Rated Facilities <br /> Requires the DHHS Division of Child Development and Early Education to continue <br /> implementing the NC Pre-K program. Retains current program eligibility criteria and establishes <br /> other guidelines that follow previous years. <br /> Section 11B.2 State Agency Continued Collaboration on Early Childhood <br /> Education/Transition from Preschool to Kindergarten <br /> Directs DHHS to continue following a directive in the 2016 budget to collaborate with DPI and <br /> other agencies in developing and implementing a statewide vision for early childhood education. <br /> Provides directives for submission of a follow-up report to the legislature on the progress of this <br /> initiative. <br /> Section 11E.1 Funds for School Nurses <br /> Directs that State funds appropriated for the School Nurse Funding Initiative are to supplement <br /> and not supplant other State, local, or federal funds appropriated or allocated for the same <br /> purpose. Provides that communities maintain current level of effort and funding for school <br /> nurses. Creates a funding formula to distribute the funding. <br /> Mandates that school nurses funded with State funds not assist in any instructional or <br /> administrative duties associated with a school's curriculum. <br /> Section 11L.1(aa) Maternal and Child Health Block Grant <br /> Prescribes that if federal funds are received under the Maternal and Child Health Block Grant for <br /> abstinence education in the 2017-18 or 2018-19 fiscal years then those funds are to be transferred <br /> to SBE to be administered by DPI to establish an abstinence until marriage education program. <br /> Sets out guidelines for DPI to follow in using the grant funds. <br /> PART XV—DEPARTMENT OF COMMERCE <br /> Section 15.13 ApprenticeshipNC/Transfer State Apprenticeship Program <br /> Transfers management of the State apprenticeship program to the NC Community Colleges <br /> System. Recodifies the statutory guidelines for the program. <br /> 32 <br />
