Section 7.23K Digital Learning Plan/Programs/Funds <br /> Establishes that LEAs in the most economically distressed counties (as determined by the <br /> Department of Commerce) are to collaborate with SBE/DPI, the Friday Institute, and UNC <br /> teacher prep programs to assess how K-8 digital learning instruction is being implemented in <br /> those LEAs and develop a plan to strengthen those efforts. Provides that if any additional <br /> products/services are required to improve digital learning instruction, they must be procured <br /> through a competitive process. Delineates the items that must be included as part of these local <br /> digital learning plans. <br /> Requires SBE/DPI, the Friday Institute, and UNC teacher prep programs to implement a <br /> comprehensive professional development strategy and solution for technology and digital <br /> resources as teaching tools. <br /> Provides $1,800,000 to fund these initiatives. <br /> Section 7.23L Audit of the Department of Public Instruction <br /> Requires an audit of DPI, the results of which must be submitted to the General Assembly no <br /> later than May 1, 2018. Establishes that the audit is to be conducted by an independent research <br /> organization that is a public or private entity or university selected by the Superintendent of <br /> Public Instruction. <br /> Section 7.24 Extended Learning and Integrated Student Supports Competitive Grant <br /> Program <br /> Dedicates $6 million of the At-Risk Student Services Alternative School Allotment in each year <br /> of the 2017-19 fiscal biennium to create the Extended Learning and Integrated Student Supports <br /> Competitive Grant Program. Provides grants of up to $500,000 per year over a two-year period <br /> to nonprofit corporations that provide services to: <br /> • At-risk students performing at grade level. <br /> • Students at-risk of dropping out. <br /> • Students at-risk of suspension or expulsion because of anti-social behavior. <br /> Requires grant recipients to match $3 in grant funds with $1 in non-grant funds and to report <br /> program progress to DPI for each year grant funds are expended. Sets out reporting <br /> requirements. <br /> Section 7.25 Life Changing Experiences School Pilot Program <br /> Provides $360,000 in each year of the 2017-19 fiscal biennium to the Children and Parent <br /> Resource Group, Inc. for a two-year Life Changing Experiences School Pilot Program. Funds <br /> three dimensional, interactive, multimedia programs that address activities that negatively impact <br /> teenagers, such as bullying, dangerous driving, alcohol/drug use, and violence. Limits the <br /> programs to grades 6-11 in Mitchell, Pitt, Wayne, and Forsyth county schools. Requires the <br /> grant recipient to report program results to the Joint Legislative Education Oversight Committee <br /> on March 1, 2018 (interim) and March 1, 2019 (final). <br /> Section 7.26 School Performance Grades /ESSA Compliance <br /> Directs the SBE to adjust the calculation of annual A-F school performance grades. Aligns the <br /> accountability system to requirements of federal law. Requires the SBE to use the school <br /> 19 <br />
