Section 7.16 Improve Education Financial and Information Transparency <br /> Directs DPI to implement the School Business System Modernization Plan submitted to the Joint <br /> Legislative Education Oversight Committee by the SBE. DPI will work with NCSU's Friday <br /> Institute for Educational Innovation, the Government Data Analytics Center(GDAC), and local <br /> school officials on this effort. The State Superintendent must issue an RFP for Enterprise <br /> Resource Planning (ERP) software by October 1, 2017. Directs that a report be made to <br /> legislators before a contractual commitment is made. <br /> Commits the General Assembly to fund this multiyear, multiphase project that is estimated to <br /> cost $208.4 million over five years. The initial appropriations for the project are $19 million in <br /> FY 2017-18 and $10 million in FY 2018-19. These funds will not revert at the end of the fiscal <br /> year. Special allocations from this appropriation are as follows: <br /> • Up to $1.43 million in FY 2017-18 and up to $1.42 million in FY 2018-19 may be used <br /> by DPI for project management expenses, including positions and contracts for services. <br /> • Up to $3.25 million in FY 2017-18 and up to $250,000 in FY 2018-19 is transferred to <br /> GDAC for a data integration service that consolidates data from financial, human <br /> resources, licensure, student information, and related systems. <br /> Section 7.17 Office of Charter Schools/Web-Based Record and Data Management <br /> Directs DPI to use up to $200,000 for a Web-based Electronic records and data reporting <br /> management system for the Office of Charter Schools. <br /> Section 7.18 State Board of Education/Use of State Funds <br /> Prohibits the SBE from using State funds to employ private attorneys for litigation services. <br /> Defines litigation services. <br /> Specifies the only eight positions the SBE may appoint to support its meetings and operations. <br /> Provides that the SBE may utilize other staff employed through DPI to carry out additional <br /> functions. <br /> Does not apply to 2016-17 funds that are set aside for private counsel. <br /> G.S. 115C-13.5. <br /> Section 7.19 Teachers /Isolated K-12 Schools <br /> Codifies a 2009 budget provision that allowed additional classroom teachers for geographically <br /> isolated schools that have grades K-12 and are in a LEA that has an ADM of 1.5 per square mile. <br /> Expands the original language to include a county containing more than 150,000 acres of <br /> National Forest owned by the federal government and managed by the United States Forest <br /> Service. Appropriates $506,064 each year in the FY 2017-19 budget for this expansion. <br /> G.S. 115C-301. See also S.L. 2017-9 (HB 13). <br /> Section 7.20 Turning TAs Into Teachers Pilot Expansion/Student Teacher Employment <br /> Expands the pilot program that provides tuition reimbursement to teacher assistants pursuing <br /> their teaching license. The following 14 LEAs may now also participate in the pilot: <br /> • Alamance-Burlington • Edgecombe <br /> • Beaufort • Guilford <br /> • Bertie • Halifax <br /> • Duplin • Nash-Rocky Mount <br /> • Edenton-Chowan • Northampton <br /> 15 <br />
