PART VII -PUBLIC SCHOOLS <br /> Section 7.1 Funds for Children with Disabilities <br /> Allocates supplemental funding for children with disabilities to align actual numbers with April, <br /> 2017, headcount. Sets per-pupil funding at $4,125.27 (was, $3,985.53) for both years of the <br /> biennium. Expands the cap on the portion of an LEA's ADM that can be funded through this <br /> allotment (from 12.5% to 12.75%). <br /> Prohibits transfers OUT OF this allotment beginning with the 2017-18 school year. <br /> G.S. 115C-105.25(b). <br /> Section 7.2 Funds for Academically Gifted Children <br /> Sets per-pupil funding for academically gifted children at $1,314.56 (was, $1,295.27) for both <br /> years of the biennium. Retains 4% cap on portion of LEA's ADM that can be funded through <br /> this allotment. <br /> Prohibits transfers OUT OF this allotment beginning with the 2018-19 school year. <br /> G.S. 115C-105.25(b). <br /> Section 7.3 Supplemental Funding in Low-Wealth Counties <br /> Retains historical funding formula for Low Wealth County Supplemental Funding allotment, <br /> details requirements for using the funds, and retains historical nonsupplant language. <br /> For Cumberland and Onslow counties, funding from this allotment stream is to remain at the <br /> 2012-13 level. <br /> *HB 528 (budget technical corrections) clarified that if Cumberland and Onslow qualify for <br /> higher funding than 2012-13 through the low wealth funding formula, then they will receive that <br /> higher amount. <br /> Section 7.4 Small County School System Supplemental Funding <br /> Retains historical funding formula for Small School System Supplemental Funding allotment, <br /> details requirements for using funds, and retains traditional nonsupplant language. Retains five- <br /> year phase-out period for counties that became ineligible for funding in 2015-16 or 2016-17. <br /> Allows counties that are newly ineligible in 2017-18 or 2018-19 to be phased-out over a five <br /> year period. <br /> Provides that an LEA only becomes ineligible for Small County Schools Supplemental Funding <br /> if actual prior year ADM or first two months current year ADM exceeds 3,200. <br /> Section 7.5 Disadvantaged Student Supplemental Funding (DSSF) <br /> Retains same funding formula language as previous years. <br /> Section 7.6 Uniform Education Reporting System (UERS) Funds <br /> Allows funds appropriated for the UERS to carryforward. <br /> Section 7.7 Budget Reductions/Department of Public Instruction <br /> Allows flexibility to DPI in making the 6.2% and 13.9%budget reductions outlined in the <br /> Money Report. Protects 8 programs from being cut as well as positions that directly report to the <br /> 13 <br />
