Intent <br /> Declares legislative intent to raise total lottery revenue (through both the Needs-Based School <br /> Capital Fund and the Public School Building Capital Fund) dedicated to school construction to <br /> 40%by 2028-29. <br /> Provides that any excess lottery monies above the amount budgeted for a fiscal year are to be <br /> directed to the Needs-Based Public School Capital Fund. <br /> *Note that the budget technical corrections bill(HB 528, see below) creates a study committee to <br /> examine grants from this Fund. <br /> *Note that SB 468 (see below) allows grant funds to be used for a project when a pre- <br /> development agreement for an operational lease was entered into on or before June 30, 2017. <br /> Section 5.4 Civil Penalty and Forfeiture Fund <br /> Appropriates monies from the Civil Penalty and Forfeiture Fund for each year of the biennium as <br /> follows: <br /> FY 2017-18 FY 2018-19 <br /> School Technology Fund $18,000,000 $18,000,000 <br /> Driver Education $27,393,768 $27,393,768 <br /> State Public School Fund $134,784,022 $128,341,640 <br /> Total Appropriation $180,177,790 $173,735,408 <br /> Keeps any excess revenue in the Civil Penalty and Forfeiture Fund until appropriated by the <br /> General Assembly. <br /> Directs that the proceeds from the fee for late motor vehicle registrations are to provide a <br /> permanent source of State funding for LEA Driver Education programs. <br /> Section 5.5 Indian Gaming Education Revenue Fund <br /> Continues the $6,000,000 transfer from the Indian Gaming Education Revenue Fund to the <br /> Textbooks/Digital Resources allotment for each year of the biennium. <br /> PART VI—GENERAL PROVISIONS <br /> Section 6.6 Clarify Base Budget Definition <br /> Writes into statute that funding increases for the Opportunity Scholarship school voucher <br /> program are to be built into the base budget. <br /> *Note that public school ADM enrollment growth continues to NOT be built into the budget. <br /> Amends the definition of the base budget to include adjustments for statutory appropriations and <br /> other adjustments as directed by the General Assembly. Modifies the term "statutory <br /> appropriation." <br /> 12 <br />
