parks and recreation funds to the schools," he said. "We wrestled with this when <br />we were talking about the new fees." Ms. Stuckey said that CHCCS is not <br />covering it costs from the fees it charges to non - school users. <br />Mr. Hartkopf said that OCS has concerns about securing its facilities against <br />vandalism. Access for non - school community users should be addressed through <br />the three boards' current reconsideration of the County's construction standards, <br />he said. <br />Dr. Carraway said that OCS has considered asking the County for a flat fee to <br />cover non - school community recreational users of school buildings and fields. <br />"But somebody has to be responsible" for protecting the facilities, she said. In <br />earlier discussions, the Recreation and Parks Department wanted to use their <br />own people to protect the facilities. OCS has not found this acceptable because it <br />has the ultimate responsibility for making sure that the buildings and fields are <br />ready for teachers and students. The primary purpose of these facilities is <br />education, she said. <br />Dr. Carraway said that she is willing to talk with the County about these matters. <br />She said that one set of issues needing consideration is the space requirements of <br />the district's pre - school programs, especially for playgrounds. We really need to <br />sit down and talk about this, she said. <br />Kathryn Spatz Director Chapel Hill Parks and Recreation Department <br />The Town of Chapel Hill and the Chapel Hill- Carrboro City School System <br />have a 30 — Year Joint Use Agreement that expires December 31, 2007. <br />Under that agreement, the Town paid for the development of the following <br />CHCCS facilities, and so the Town programs those facilities: <br />• Lincoln gym (most school days this is used by teachers for adaptive <br />physical education). <br />• Lincoln pottery studio space (anticipate this will probably not be <br />renewed due to school space demands. We are interested in gaining <br />access to studio space at Chapel Hill High). <br />• Culbreth athletic fields <br />• Ephesus athletic fields <br />• Phillips athletic fields (not lighted, Town has not used in many years) <br />• The Town and CHCCS do not charge each other for use of outdoor facilities, <br />and this arrangement has worked out well. The most important part of <br />malting this work for us is ensuring good communication across the <br />maintenance staffs. <br />Separate Agreements between the Town and CHCCS address: <br />o Scroggs athletic field, use of multi - purpose room, and use of school <br />space (or equivalent in another school) for summer programming.
