Activities are carried out daily. Our halfway houses are staffed 24/7/365. <br /> This funding request covers activities occurring in FY 2017-2018. <br /> u) Why is funding this program a good investment for the community? How does funding this <br /> program add value to the community? (250 words OR LESS) <br /> Freedom House is the largest provider of substance use disorder and mental health <br /> services in the county, and no other provider provides integrated primary health care. <br /> In fact, our Chapel Hill Outpatient Clinic is the designated "safety net" clinic for the <br /> county of Orange. We are one of the few agencies that continue to provide services <br /> to homeless, uninsured and indigent clients. Community investment in behavioral <br /> health care, especially for those who are underserved, not only positively impacts the <br /> individuals and families themselves, but also impacts the community. For example, <br /> For instance, for every $1 spent on addiction treatment, the community saves $7 in <br /> criminal justice costs and $12 in related health-care costs (Alcohol and Drug Council). <br /> v) Describe what would happen if requested funding is not awarded at all or if a reduced <br /> allocation is recommended. <br /> The number of individuals served would be negatively impacted by a reduction in or <br /> absence of funding. Our licensed halfway houses are not a Medicaid billable service <br /> and are funded at a very low State rate that does not cover the cost of running the <br /> programs, making it difficult to sustain these critical treatment/housing programs <br /> which have a higher rate of success than other programs in the state and nation. <br /> w) Include any other pertinent information. <br /> Freedom House tracks success through a variety of measures which relate to the <br /> quality of outcomes of our clients. Measures can include sobriety post discharge, <br /> emergency department or crisis recidivism, improvements in physical health and <br /> medication adherence, quality of life improvements such as decent housing, <br /> employment, family reunification, etc. By tracking our performance, Freedom House <br /> can monitor the effectiveness of our programs and practices and make adjustments. <br /> DO NOT SUBMIT THIS PAGE 1/31/2017 11:11:58 AM Page 21 of 7 <br />
